modification and lease of the Clausen Power Blade Mine-Sweeping System.
Training support is also required. The Power Blade shall be capable of
vehicle mounting on a Government provided D-8N bulldozer. Modifying
the Blade involves adding a 16 foot motorized, side casting blade with
auxiliary power source, a snorkel kit, and all required shielding and
armoring (including all mounting hardware for components and
controls). This modification shall be accomplished in accordance with
the NAVSURFWARCENDIV Crane Statement of Work. The existing Clausen
Power Blade must be modified and hardened to reduce susceptibility to
blast and fragmentation effects caused by the inadvertent or planned
detonation of an anti-tank type land mine. The contractor shall also
provide training to one U. S. Marine Corps heavy equipment operator for
two weeks, and provide training material and literature. The training
shall consist of mounting all hardware and controls, basic mine and
obstacle clearanceoperations in sand and sandy loam type soils, basic
pre- and post-operation maintenance actions and immediate response
actions to life or environmental threatening situations. The lease
period for Government evaluation of the Power Blade at Camp LaJeune, NC
as a mine and obstacle clearance system shall be for approximately 30
days. The contractor will be responsible for the removal of armor and
the restoration of the test site after the demonstration is complete.
This procurement is being issued on a sole-source basis to Clausen
Power Blade, Inc. in McPherson, KS per FAR 6.302-1 due to the fact that
Clausen has been involved with the design, integration, support and
evaluation of previous test demonstrations of the Power Blade. All
responsible sources may submit an offer which will be considered. See
Numbered Notes 22 and 26. When calling, be prepared to state company
