58 -- DEFENSE IEMATS REPLACEMENT COMMAND AND CONTROL TERMINAL (DIRECT) POC Dale M. Pease, Contracting Officer, 617-377-6395. ESC is acquiring the Defense IEMATS Replacement Command and Control Terminal (DIRECT), which is being developed by GTE Government Systems Corporation, Needham, MA. DIRECT needs to be fielded by March 2000. The replacement for the Improved Emergency Message Automatic Transmission System (IEMATS) will include receive and transmit interfaces to multiple communications systems used for Emergency Action Message (EAM) transmission and reception at the seven current operational IEMATS sites. To meet this schedule, production must start in FY1998. The Critical Design Review is scheduled for January 1998. For test purposes, on-the-air testing with operational communications systems must be demonstrated in early 1999. The DIRECT production program will produce, test, deliver, install, and check-out the DIRECT Systems for each of the 7 CINC Command Centers and for a software maintenance facility (at a location TBD). DIRECT will provide the full capability of the existing IEMATS, with the added capabilities of automated processing, receipt, acknowledgment, display, readdressal, and transmission of EAMs, Support Messages, and command center non-EAMs. DIRECT will interface with current and planned EAM dissemination communications systems, including the Defense Message System (DMS). To be considered qualified, prospective sources must demonstrate detailed knowledge and experience in the following areas: (1) understanding of the Nuclear C3 System and the requirements placed on DIRECT, (2) command center operations for command and control of nuclear weapons in accordance with EAP-CJCS Vols. I, II, V, and VII, (3) automated interface to strategic EAM dissemination communications systems, (4) implementation of information system security IAW DOD S5200.16, DODD 5200.28, CJCSI 3231.01, and ACP 123 US Supplement, (5) demonstrated ability to conduct system-level communications system testing, (6) demonstrated ability to perform Assembly and Check Out (A&CO) in a command center environment, (7) demonstrated ability to providenecessary program management and planning, (8) a proven track record of communication interface hardware fabrication, delivery, and implementation with multiple associate contractor relationships, (9) installation in HEMP protected facilities, and (10) immediate access to TOP SECRET/SIOP-ESI production facilities and the immediate availability of TOP SECRET/SIOP-ESI cleared personnel to work on this project. Respondents must include in their reply to this announcement a discussion of the perceived benefits to the Government of the use of their recommended approach. To be considered qualified, offerors must also provide detailed information on how their recommendations will meet the required DIRECT schedule, as well meet the above criteria, on no more than ten double-spaced, single-sided pages.
