Specialist, (202)324-3287. This is a combined synopsis/solicitation.
This combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included int his notice. This announcement
constitutes the solicitation; proposals are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through the
Federal Acquisition Circular (FAC) 90-38. The following software is
being procured on a sole source basis with Quantitative Software
Management, Inc., 2000 Corporate Ridge, Suite 900, McLean, VA 22102.
This is a Firm-Fixed price type contract with three (3) option years.
Line Item 000l for one (1) QSM software performance modeling tool suite
with five (5) copies; Line Item 0002 for Training up to 12 FBI
employees on the QSM software; Line Item 0003 for software maintenance,
upgrades and enhancements for four (4) years for the QSM software,
billable inarrears. The Software Performance Modeling Tool Suite shall
consist of the following three (3) programs; (1) a Software Size
Planning Tool, that shall produce software size estimates from multiple
approaches; (2) a Software Life Cycle Model (SLIM) that shall predict
software development schedules, costs and quality estimates with
primary inputs/drivers that exponentially changes productivity
parameter whose exponential changes display the typical fourth power
trade off between time and effort. The SLIM shall also provide the
capability to display on screen in real time, sensitivity studies which
show the sensitivity of time, effort, and reliability (MTTD) to changes
in program size, team productivity, and peak staff ; (3) and a SLIM
Control that shall perform statistical control and adaptive
forecasting. The SLIM Control shall also analyze various costs,
schedule and reliability trade-offs during the development process,
shall be designed to model the nonlinear performance of the typical
software development (fourth power tradeoff between time and effort),
and shall have the capability to accurately forecast defect discovery
rate, cumulative defects, and mean time to defect. Quantitative
Software Management, Inc. Is the only known source capable of
satisfying the FBI's requirement. Shipping is FOB-DESTINATION to
FBI-Headquarters, Washington, D.C. The following FAR clauses/provisions
are applicable to this acquisition: (a) 52.212-1 Instructions to
Offerors -- Commercial; (b) 52.212-2 Evaluation-Commercial Items, the
specific evaluation criteria are technical capability of the item(s)
offered to meet the Government requirement; price, and past performance
(in descending order of importance); (C) 52.212-3 Offeror
Representations and Certifications -- Commercial Items, and offeror is
hereby advised to include a completed copy of this provision with the
offer; (d) 52.212-4 Contract Terms and Conditions-Commercial Items;
(e) 52.212-5 contract Terms and Conditions Required to Implement
Statuses or Executive Orders-Commercial Items; (f) 52.217-5 Evaluation
of Options; and (g) 52.217-9 Option to Extend the Term of the
Contract. Additional Clauses cited are applicable to this acquisition;

ALT. 1; 52.219-8 Utilization of Small Business Concerns and Small
disadvantaged Business Concerns; 52.222-26 Equal Opportunity

Implementation Act. The proposed contract action is for supplies and
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.203. Interested persons
may identify their interest and capability to respond to this
requirement or submit proposals. Interested persons responding to this
requirement must bid all or none and provide technical and pricing
information. This notice is not a request for competitive proposals.
However, all proposals recieved within fifteen (15) days after date of
publication of this synopsis will be considered by the government.
Determination by the government not to compete this proposed contract
based upon responses to this notice is soley within the discretion of
the government. Information recieved will normally be considered solely
for the purpose of determining whether to conduct a competitive
