Jr. (903) 334-3337 (Site Code DAAC79) Red River Army Depot is seeking
to qualify potential sources for an adhesive system which bonds metal
to solid elastomer rubber for this activity's manufacturing process
which conforms to MIL-W-3100E dated 15 Apr 93 and MIL-PRF-11891F dated
16 Feb 96. A qualification requirement is necessary for the adhesive
system since the adhesive is an integral part of the manufacturing
process to meet MIL-W-3100E and MIL-PRF-11891F. Anticipated
procurements for the adhesive system is Apr 98. This is not an
Invitation for Bid (IFB) or a Request for Proposal (RFP) and is not to
be construed as a commitment to issue an IFB, RFP, RFQ, or contract.
Potential sources must furnish three (3) gallons of their adhesive
system for qualification testing at Red River Army Depot. Red River
Army Depot will conduct the qualification test as part of the
production process. The qualification test takes approximately 60 days
or until failure. Only one source's adhesive system can be tested at
any given time. Sources can become qualified if their adhesive system
performs in accordance with MIL-W-3100E for road wheels and
MIL-PRF-11891F for track shoes, pads, and bushings. The adhesive system
must also be completely compatible with the equipment and production
processes currently in use. No equipment modifications or changes in
the production processes will be considered. When a product is
submitted for qualification testing, the source must furnish any
specific information that may be requested from the Red River Army
Depot Production Division before testing will begin. The formulation of
the adhesive system shall be optional to the supplier but with
environmental restrictions which include: 1. The adhesive system shall
contain no chlorinated or other halogenated solvents, chromates,
cresols, crysylic acid, cyanides, hazardous heavy metals, phenols or
phenol derivatives, silicones or terpenes. 2. The adhesive system shall
contain no ammonia, urea or other materials which might form ammonia or
obnoxious odors. The adhesive system shall contain no chemicals listed
as Total Toxic Organics (TTO) by the EPA (40CFR). 3. The adhesive
system shall not contain any known or suspected human carcinogens. 4.
The adhesive system shall not contain any material classified as an
ozone depleting substance (ODS) by the EPA. Currently there are two
qualified suppliers for the adhesive system: Lord Chemical Products,
CHEMLOK 205 and CHEMLOK 252X; and Morton International, THIXON P-15 and
THIXON 2000. Sources are requested to notify in writing if interested
in becoming a qualified supplier to CPT Jimmy Downs, Bldg 110, Red
