prdscr-cgb0025 the Defense Supply Center Richmond (DSCR), plans to
issue a request for proposal (RFP) for services required for
distribution operations at the storage, issue, transportation and
inventory accountability of materiall. Requirements could also exist to
perform unique distribution related services such as kitting,
preservation, packaging, packing and marking, consolidation of
material, and shipment planning and tracking. DSCR envisions allowing
contractor use of excess storage and processing capacity for
performance of commercial business. In addition, DSCR would like to
identify how industry would enhance overall material readiness through
improvements in reduce net-landed cost to the customer, ensure
information accuracy and commodate for surge increases in workload to
support military readiness. DSCR intends to enter into a sole source
contract in accordance with FAR 6.302-1 with the contractor who
received the contract award for the commercial redevelopment effort at
Kelly AFB, EG&G management services of San Antonio. Implementation of
the economic redevelopment plan includes EG&G converting the ddst
Distribution Depot facilities into a multi-modal commercial
distrubution facility. As ddst workload decreases, EG&G will be
required to transition government facilities and personnel from public
work into commercial and multi-modal operations. The justification for
awarding this procurement to EG&G is based on the constraints of
concurrent performance of the public and Private work loads. This RFP
will include a statement of objectives (Soo) regarding this program.
EG&G will be required to develop a statement of work to implement the
soos in an efficient and commercial manner. DSCR anticipates that the
RFP will be issued within the next 30 days. Consideration will be given
to utilizing a fixed price, performance based, indefinite delivery
indefinite quantity contract that allows for incentives based on
performance at a higher level than required. The contract completion
date will be July 13, 2001 or when the distribution function ceases.
The objectives of this program include but may not be limited to the
following areas: receipt, storage and issue inventory accuracy and
accountability accuracy in reporting satisfaction of unique customer
requirements cost controls surge capability shipment
tracking/transportation quality control processes ability to
communicate with DOD organizations/systems enhanced material readiness
kitting organization and management structure support redevelopment
effort of the local community provide seamless transition of the ddst
work force to the commercial sector provide concurrent performance of
government distribution functions and commercial functions in the
multi-modal distribution center parties interested in the acquisition
may express interest in writing and consideration will be given to all
