Of Commerce/NOAA/NESDIS/Integrated Program Office, in accordance with the Government Performance and Result Act (GPRA), is required to perform quantitative economic analysis to justify agency mission requirements. There is a need by NOAA/IPO for a quantitative analysis for estimating the economic value of improved meteorological data. This analysis can best be obtained through the process of developing a decision support tool (DST) (e.g. a weather prediction model) to show the presence of a direct correlation of Environmental Data Records (EDR) data to improved weather prediction. This model and the supporting data will support the decision process, and provide a GPRS-based supporting analysis to support budget requests as they are scrutinized by NOAA and other agency administrators, by OMB, and the Congress. The government intends to negotiate on a sole source basis with Sassone & Associates, Inc. of Marietta, Ga. to develop a decision support tool (DST) (e.g. a weather prediction model) using available data from NOAA, other agencies, and private academice/research institutions, to correlate the NPOESS advanced EDR data with an improved weather prediction capability. Other offerors that have the ability to provide the above referenced service are invited to submit information as to their capabilities and any other pertinent data to the address above, to be received no later than 15 days after the date of this notice.
