The Volpe Center plans to procure through Simplified Acquisition procedures qualified market research firms to assist in planning, design, implementation and documentation of qualitative assessments of the current level of customer satisfaction and their unmet needs in five specified port areas to determine the local waterway users' current satisfaction with USCG services. The emphasis of these pilot assessments will be on the adequacy (as perceived by representatives of the local waterway users community) of USCG services utilized by commercial vessel port calls. A separate effort will address satisfaction and identification of unmet needs of the community of recreational users. In the five designated port areas, the Volpe Center assisted by the USCG Capital of the Port will organize and assemble a panel representative of the port community and will provide the meeting space. The principal product will be an assessment of customer satisfaction and identification of unmet needs for the five waterways. An additional product will be customer service standards and methods of measuring performance against standards (results from the pilot assessments) to guide efforts in providing responsive services in all U.S. waterways. Small Business firms classified under SIC Code that are interested in proposing on this requirement must request a Request for Quotation (RFQ) in writing. RFQ issuance date will be on or about April 21, 1997. A single award will result from this solicitation. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format and reside on a WWW server which may be accessed using Web browsers.
