The Environmental Protection Agency has a requirement to provide the Office of Air and Radiation, National Fuels Emission Laboratory located in Ann Arbor technical services to obtain in-use vehicles and engines of specific makes and models, needed to conduct various emission testing at the EPA Ann Arbor, MI lab. The work will be conducted on-site. The contractor will be required to solicit, obtain, inspect and maintain passenger cars, light duty trucks, nonroad engines and on highway engines. Vehicles and engines will usually be obtained from private individuals. Each year of the contract, approximately 350 vehicles and engines will be obtained, inspected and maintained. The Government anticipates the award of a cost plus fixed fee contract with a 12 month base period and two 12 month options. The level of effort for the base and each option will consist of 8 man-years. In addition quantity options for each period will consist of 10,400 hours.
