Walker (202) 708-8517 X216. CONSTRUCTION MANAGER AS CONSTRUCTOR (CMc)
is defined as a firm engaged under direct contract to the General
Services Administration to provide pre-construction and general
construction services. The CMc shall provide GSA with sound management
advice regarding the approach to the project, including how to achieve
the best value for the cost, necessary actions, schedule control,
problem/claim prevention, and budgeting. The CMc shall have a full
understanding of the project, its contract documents and the principles
of Federal construction contracting and contract administration. The
CMc shall have complete responsibility for construction. PROJECT
SUMMARY: The Main Justice Building is located between Pennsylvania and
Constitution Avenues, 9th and 10th Streets, NW., Washington, D.C.
Originally completed 1934; it has seven office floors, attic, basement,
partial sub-basement, five interior courtyards; covers most of its 3.6
hectare (8.9) acre) site and has approximate gross floor area of
114,917 square meters (1,237.000 square feet). It is listed in the
National Register of Historic Places. Renovations are primarily for
major mechanical and electrical modernization; plumbing replacements;
historic elevator cab, hoist way door and historic light fixtures
replication; life safety improvements; barrier free access requirements
and hazardous materials removal (primarily asbestos and lead paint).
Work will be completed in three phases, each including selective
demolition, construction, renovations and restoration. Approximately
one third of the building will be vacated and renovated in each phase.
Portions of the facility will remain occupied and fully operational
throughout renovation. In addition to overall renovations, the first
two phases have some major unique aspects. Phase One includes
installation of new chillers, restructuring of attic to install new
cooling towers and primary electrical work. These elements will service
the entire facility and must be installed prior to removal of the
existing systems. Phase Two includes the replacement of the largest
courtyard and subgrade parking structure including restoration of
central fountain and existing features. Documents and work will be done
in metric measures. BASIS OF AWARD: The Construction Manager as
Constructor (CMc) for the Major Modernization of the Main Justice
Building will be competitively chosen using Source Selection
Procedures. Technical and price proposals will be submitted and
evaluated equally. Award will be made to the offeror whose proposal
will be most advantageous to the Government. The CMcs firm price for
pre-construction and construction phase services, including profit,
General Conditions and overhead costs for all phases of construction,
will form the basis of the contract services. At the conclusion of the
pre-construction services the CMc and the Government shall negotiate
a Guaranteed Maximum Price (GMP) for each phase of construction and the
contract will be modified to reflect the agreed upon GMP. The GMP will
be based on 95% drawings and specifications, which the Government will
issue at the time of initial award. PRECONSTRUCTION PHASE SERVICES
shall include, but are not limited to constructability review, cost
estimate validation, development of subcontractor and supplier
interest, establishment of a GMP and identification of long lead items.
CONSTRUCTION PHASE SERVICES shall include but are not be limited to,
administration of the construction contract, (whether work is performed
with the CMc's own forces or under sub-contract) competitive selection
and procurement of all work, coordination of regular construction
meetings, CPM scheduling, and monitoring of construction costs. This
solicitation is open to both small and large business firms and will be
awarded under the Small Business Competitiveness Demonstration Program.
A Small Business and Small Disadvantaged Business Subcontracting Plan
in accordance with Public Law 95-507 is required. Consideration is open
to established, qualified firms that currently have active, properly
staffed offices within the continental United States. GUARANTEED
MAXIMUM PRICE (GMP). The GMP will establish maximum values for each of
the three phase options. The GMP will include allowances and/or
contingencies for unforeseen conditions but will not include costs for
significant government initiated changes in project scope. The CMc
will be required to obtain competitive pricing for all work with
Government participation in final subcontractor selections. Project
construction costs will be disclosed to the Government and subject to
audit. Cost savings, if any, equal to the difference between the GMP
and the actual project cost will be shared between the CMc and the
Government as described in the Request for Proposals (RFP) MINIMUM
REQUIREMENTS. Offerors must demonstrate successful experience in the
past ten (10) years constructing projects of the following types and
values a single project at least $65 million; a project in the DC
regional area (SMSA), at least $25 million; a phased renovation project
in an occupied building, at least $25 million and a historic
renovation/restoration project, at least $25 million. One or more
projects may be submitted to meet these criteria. Offerors will be
required to provide to the Government a notarized statement from a
Treasury approved surety of bonding capability of $65 million. All
options will be separately bonded. Offerors will be required to certify
that they can construct the facility described in the RFP, narrative
and interim Construction Document Exhibit drawings and specifications
for the maximum Estimated Construction Cost (ECC) of $131 million or
less for the overall project and for Phase One, a maximum ECC of $46
million or less. Offerors must be registered as either a Construction
Manager or a General Construction Contractor in the District of
Columbia. Offers not meeting these above stated minimum requirements
will not receive further consideration. SELECTION WILL BE BASED ON THE
FOLLOWING CRITERIA. Experience Providing General Construction Services
on Similar Projects; Qualifications and Experience of Key Personnel;
CMc's Resources, Facilities and Technology; Experience Providing
Pre-construction Services on Similar Projects. Firms in the competitive
range will be required to submit for evaluation a Management Plan,
Subcontracting Plan and a detailed Price Proposal. Firms may be
interviewed and final selection will be made based on Source Selection
procedures with consideration of price and the technical factors as
detailed in the RFP. The Government may negotiate the CMc's fee for
pre-construction services and fee for each Phase Option for
Construction Phase Services including General Conditions, overhead and
profit costs as well as any other aspect of the offer as deemed
necessary. Alternatively, the Government reserves the right to make an
award based on proposals without conducting negotiations. INSTRUCTIONS
TO OFFERORS: Firms having the capabilities to perform the services
described herein are invited to respond by submitting a one page letter
on company letterhead stating their interest in the project to the
address above or via e-mail to christine.kelly@gsa.gov or
shirley.washington@gsa.gov. These firms, along with others on the
Governments mailing list will be provided a copy of the Request for
Proposal (RFP) package (without the construction document exhibit) at
no cost. The Interim Construction Documents Exhibit may be purchased
from GSA, NCR, Bid Activity Room (WPCA), Room 2609, 7th and D Streets,
SW., Washington, D.C. 20407. The non-refundable charge for the
construction documents is approximately $500. Certified check, cashiers
check or money order made payable to GSA is acceptable to purchase
documents. Together, the RFP and Exhibit provide the information needed
to submit an offer. Firms unsure of their ability to qualify may wish
to receive only the RFP. Detailed submission requirements are provided
in the RFP. RFP will be available for issuance on or about April 21,
1997. A pre-submission conference is scheduled for April 29, 1997 at
1:00 p.m. in the GSA Auditorium, 7th and D Streets, SW, Washington, DC
20407 Picture identification is required to enter the building. The
Government does not guarantee award within this period. It is
anticipated that Phase One will be completed in March 2000, Phase Two
in April; 2002, Phase Three in June 2004 and that Final Project close
