The Postal Service is seeking Qualification Statements from design/build firms wishing to be prequalified for award of Guaranteed Maximum Price (GMP) design/build contract to design and construct a New Processing & Distribution Center (P&DC) in Greensboro, North Carolina. Total project estimate in the range of 40 to 50 million dollars. The site is a USPS owned site of approximately 67 acres. The contract will be accomplished in two phases: Phase I development of Conceptual Drawings and preparation of a GMP; and Phase II will be completion of design and construction of the facility. Final execution of Phase II of the contract will be subject to funding approval by the USPS Board of Governors. Firms will not be reimbursed for any expense incurred in developing the qualification package. The scope of work includes design and construction of the new P&DC consisting of approximately 428,000 square foot facility with associated parking and maneuvering areas. The facility will have a full service retail unit; administrative office space, Computer Forwarding Service, and a Postal Business Service Center. Loose Mail System (LMS) and Tray Management System (TMS) will be purchased and installed under a separate contract, however, installation will occur during building construction. Coordination of installation of the LMS and TMS will be required by the design/build contractor. A sack sorter system will be fabricated and installed as part of the design/build contract. The site has a number of physical constraints, including (1) a stream that goes through the site, (2) a portion of the site is a protected wetland, and (3) a significant change in grade (approximately 50 feet) from one end of the site to the other. Total period of design and construction of this project will be 570 calendar days. Only the most highly qualified contractors will be prequalified. To be considered for Prequalification, the firm must be financially capable, have five (5) years experience as a Design/Build entity, and have completed two (2) comparable projects completed within the past five (5) years. "Comparable projects" are defined for the purposes of this solicitation as design/build projects, new construction, or expansion of light industrial facilities incorporating material handling and automation equipment with a minimum of 200,000 square feet in size and a construction cost of $20 million or more. The contractors Qualification Statement will be evaluated in accordance with the following criteria listed in order of importance: Experience, Past Performance, Organization, Backlog, Financial Capability, and a Responsibility Verification. The USPS intends to issue a Request for Proposal (RFP) to prequalified firms only. The USPS will select the offeror that provides the Best Value to the Postal Service, taking into consideration technical and cost related factors. Primary consideration will be given to superior technical or management features rather than the lowest overall cost.
