Administration intends to issue a contract to Productive Data Federal
Systems, Layton, UT under the authority of FAR 6.302-1 through
solicitation number 6TSA-97-JAG-0116 . The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 90-45. Only one responsible source and no
other supplies or services will satisfy agency requirements. A J&A for
Other than Full and Open Competition has been prepared in support of
this acquisition. This procurement shall cover the following: This is
a follow-on contract for SM-ALC for scientific and engineering services
to include but not limited to project management, process
reengineering, network development, software engineering, configuration
management, task order development, and various other programming
documentation. The proposed contract action is for services for which
the Government intends to solicit and negotiate with only one source
under authority of FAR 6.302. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice is not a request for competitive proposals. All
proposals received within 10 days of the date of publication of this
synopsis will be considered by the government. A determination by the
Government not to compete this proposed contract based on responses to
this notice is solely within the discretion of the government.

determining whether to conduct a competitive procurement. Inquiries
