e-mail, leepri@mail.va.gov. The Department of Veterans Affairs Central
Office (VACO), Washington, DC, will be issuing a competitive
solicitation for the award of a contract for an External Peer Review
Program (EPRP). The purpose of this solicitation is to establish and
operate an external peer review program for medical care delivered in
the Veterans Health Administration (VHA) of the Department of Veterans
Affairs that will provide the government with an independent and
impartial evaluation of the quality and appropriateness of care
provided. The External Peer Review Program (EPRP) will be a component
of VA's medical centers, Veterans Integrated Service Networks (VISN),
and VA quality management program and will function to: Identify and
acknowledge the quality of care provided; Identify and pursue
opportunities for improvement in the quality of care system-wide and at
individual facilities; Establish a comprehensive data base that will
enable efficient comparisons of individual facility patterns of care to
the system as a whole, other private and public sector hospitals, and,
to the optimum standard of care based on the most current state of
scientific knowledge. Offerors for the EPRP must either be a Peer
Review Organization or must commit to performing review functions using
a Peer Review Organization. The contract performance period will be for
one (1) year, with four (4) one-year options. Request for Proposals
(RFP) 101-25-97 is scheduled to be released on or about May 6, 1997.
Potential offerors are required to submit written requests for a copy
of the solicitation/RFP to the Contracting Officer. Please provide a
complete mailing address, name and telephone number of the point of
contact for the organization. Requests shall reference the
solicitation/RFP number, and may be submitted by telefax. A pre-bid
conference will be held. Participation will be limited to no more than
three persons from each company. Solicitation documents will be
