The Environmental Protection Agency (EPA) requires technical support in assessing the risks in carrying out the hazardous and non-hazardous waste and related environmental programs implemented by the Office of Solid Waste (OSW). The OSW is involved in a variety of activities to support and develop hazardous waste regulations identifying waste, and other aspects of 40 CFR 257 to 265. The regulations promulgated under Section 3001, Subtitle C of RCRA (40 CFR 260 and 261) establish the framework and the means by which to identify hazardous wastes. The proposed acquisition, "EMRAD Risk Assessment Support Contract", will provide support for the OSW to act on RCRA hazardous waste program implementation issues and to provide regulatory support. Such support is in the following areas: 1) technical and regulatory support; 2) toxicological studies; 3) information gathering/analysis; 4) document preparation; and 5) other technical support. The anticipated level-of-effort provides for a two-year base period of 40,000 direct labor hours in the base quantity, with optional quantities potentially totaling 20,000 direct labor hours; and three one-year option periods of 20,000 direct labor hours each in the base quantity, with optional quantities potentially totaling 10,000 hours for each option period. The total potential level-of-effort is 150,000 direct labor hours. The purpose of this CBD announcement is to notify potential offerors of EPA's requirement, generate the source list, and to direct interested parties to the EPA's "Doing Business with EPA" Internet World Wide Web site at http://www.epa.gov/oam for further information on this procurement as it becomes available.
