synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This is
Solicitation No. CNP-84398-JR-29 and is issued as a Request for
Proposal (RFP). The solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
No. 90-32. The procurement is UNRESTRICTED. DESCRIPTION OF ITEMS TO BE
ACQUIRED: Quick Release Mooring Hook with keeper plate, 300,000 pounds
working load. To be connected to a pad eye 3 inches thick, 3-1/2 inches
diameter; Jaw & Jaw Swivel Shackle (Grade 4) for 3 inches anchor chain
& a pad eye 3-1/2 inches diameter; No. 8 Anchor Joining Link, 3 inches
chain, 4 inches shackle; 4 Inches Alloy Safety Chain shackle 350,000
pounds, 3 inches chain, 6 inches diameter pad eye.Quantity: 8 ea. All
accessories shall be proof tested and certified by a recognized
organization (I.L.O.), the certification must be submitted before
shipment. Only manufacturers that comply with the standards of the
American Bureau of Shipping will be accepted. ABS Certifications shall
be submitted with the offer. DELIVERY: The PCC requires delivery of
all items to be completed within 30 days FOB New Orleans, LA or 60 days
FOB/CIF Gamboa, Republic of Panama after receipt of notice of award.
The following FAR Provisions apply to this solicitation: 52.212-1,
Instructions to Offerors-Commercial Items (Oct 1995); as an Addenda to
this Provision, FAR 52.215-18 Facsimile Proposals (Dec 1989) and PAR
3552.204-70 Registro Unico de Contribuyente and Numero Patronal, are
also included. 52.212-2, Evaluation- -Commercial Items (Oct 1995). The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to this solicitation
will be mostadvantageous to the Government, price and other factors
considered. The following factors, listed in equal order of importance,
shall be used to evaluate the offers: (1) PAST PERFORMANCE, offerors
shall submit the following information concerning similar supplies
furnished during the past three (3) years: Name, address, telephone
number, point of contact, total dollar amount of contract. The
government reserves the right to contact the owners of previous
contracts for additional information. (2) DELIVERY, offerors shall
comply with the delivery time specified above, however, offerors
proposing a shorter delivery time will be scored higher. Price is an
important evaluation factor for award, however, past performance and
delivery, when combined, are significantly more important than price.
52.212-3, Offeror Representations and Certifications -- Commercial
Items (MAR 1996) (OFFERORS SHALL INCLUDE A COMPLETED COPY OF THE
PROVISION). Offerors that fail to furnish the required representations
or information, orreject the terms and conditions of the solicitation
may be excluded from consideration. The following FAR Clauses also
apply to this solicitation: 52.212-4, Contract Terms and Conditions --
Commercial Items (Oct 1995) and 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items (Jan 1996). Offers are due NO LATER THAN 3:00 p.m.
(Local Time), APRIL 22, 1997 via U.S. or Foreign Mail at Panama Canal
Commission, Logistical Support Division, Bldg. 5, 1st. floor, Unit
2300, APO AA 34011-2300; or via Local Mail or Courier Service, at
Panama Canal Commission, Logistical Support Division, Bldg. 5, 1st.
Floor, Balboa, Ancon, Republic of Panama. FACSIMILE OFFERS ARE
AUTHORIZED, offers may be transmitted by facsimile to telephone number
(507)272-5838. Facsimile proposals shall state, as a minimum, the
solicitation number, offered price and time of delivery to Panama Canal
Commission. NOTE: In order to prepare the offeror's mailing list for
subject solicitation,please fax your company's name, address, telephone
and fax numbers, and point of contact as soon as possible. Failure to
do so will preclude the Panama Canal Commission from the responsibility
of providing you with possible amendments or other required
