Charleston, duncanj@niseeast.nosc.mil. Indefinite Quantity contract for
commercial equipment that performs the functions of radio, RF power
amplification, and antenna. A description of the required equipment
functions follows. RADIO: 2 per system, 1350 to 1850 MHz, full duplex,
multi-channel, multi-rate, digital ratio, (144, 256, 288, 512, 576,
1024, 1544, and 2048 kb/s) capable of 30 NM range using 4001 channels
at 125 kHz spacing with up to 10 preset channels stored in nonvolatile
memory. Radio will have digital voice orderwire capability and be
compatible with the USMC AN/MRC-142 and the US Army AN/GRC-226(V)2.
Minimum interface requirements are RS422 input, 70 MHz IF input and
output. RF POWER AMPLIFICATION: 2 per system, to be used with the
aforementioned radio, variable over entire range from .1 watt to power
required to achieve range of 30 NM not to exceed 200 watts Effective
Radiated Power with a bit error rate of (1 X 10 to the 6th power) or
better. Current system requirements: 200 Watt Traveling Wave Tube (TWT)
Amplifier. Full power produced into load at VSWR less than or equal to
2:1; 1 dB degradation for VSWR between 2:1 and 2.5:1; operation at
reduced power for VSWR above 2.5:1. ANTENNAS; Est. 4 each per system,
to be used with the aforementioned radio and RF amplifier capable of up
to 200W continuous. Two antennas with RF input and output supporting
full duplex communications with a minimum 0 db gain capable of 360
degree horizontal coverage with a 60 degree vertical beamwidth centered
on the horizon. VSWR not greater than 2:1 with a nominal impedance of
50 ohms. This solicitation requires equipment that performs the
following core functions which include as a minimum: modem, radio, and
RF distribution. The Modem and radio are typically included together
under the title radio in order to meet compatibility requirements with
the AN/MRC-142 and the AN/GRC-226(V)2, however, a 70 MHZ IF input is
required to inable the use of an external modem. In addition, a 70 MHz
output is requested for control features used in the RF distribution
system. Using component pieces, RF distribution requires antennas,
preamp assembly (currently GFE), RF amplifier, and multiple interface
unit (GFE providing RF switching, power to the low noise amplifier, and
control of receive filtering external to radio units). For this
solicitation, in the event of a split award, the RF amplifiers and
antennas will be provided by vendors and integrated by NISE Ease.
However, a system level approach integrated by the vendor is desirable.
All equipment must be able to withstand a shipboard environment. Also
required are 6 month supply of spares, technical manual, Planned
Maintenance Requirements List, Test equipment, and installation test
plan. Desired delivery is 6 month or less from date of delivery order.
While price is a significant factor, award will be based upon a
combination of price, equipment features, delivery schedule and past
performance. The solicitation and any documents related to this
