The General Services Administration (GSA), Federal Telecommunications Service (FTS), Office of Information Security (OIS), intends to procure commercially available fiberoptic systems components and other similar local area network (LAN) infrastructure items, from the lowest priced technically acceptable offer(s) for the items defined herein and under the terms described. The following commercial items of materials and equipment are required on a specific make-model basis and therefore the following reasoning precludes substitutions. This necessity is due to the following reasons as are applicable to the various components: Requirement to augment pre-existing operational systems. Meet criteria for classified information processing requirements established by Certified TEMPEST Technical Authority (CTTA). Use and installation by trained Government personnel with existing tools, installation kits, and procedures. Personnel trained on specified systems. Dovetail and operate with pre-existing infrastructureand systems at various "connect" points. Meet criteria for agency-wide standardization programs. This is a COMBINED SYNOPSIS/ SOLICITATION for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. The following factors shall be used to evaluate offers: A Technically qualified offer to provide the above items occurs when, in addition to agreement to delivery terms, offeror provides: 1) The Government shall be the sole determiner of its minimum needs. 2) The evaluation criteria are of equal importance as to delivery, quality, quantity, and price. 3) Offerors are to provide copies of their Representations and Certifications -- Commercial Items, with each offer per FAR Part 52.212-3.
