Acquisition Management, Joyce.J.Mills@noaa.gov. The National Oceanic
and Atmospheric Administration intends to purchase a nephelometer with
the following minimum criteria: Continuous operation at three
wavelengths, centered at 450, 550, and 700 nm is required. Optical
filter bandpass shall be less than 40 nm at full- width, half-maximum
(FWHM). The wavelength-controlling filters shall be mounted such that
they can be easily removed for checking their transmission
characteristics or replacing with a different wavelength. The overall
wavelength response shall be measured, not just based on a composite of
manufacturer's specifications. The instrument shall include a white
reference object that can be inserted in the illuminated part of the
sample volume to provide a check of the spectral response. Continuous
operation in two angular-integration ranges is required. The
total-scatter channel (ssp) shall cover angles of 7 (sbsp) shall cover
angles of 90. Scattering coefficient (ssp and sbsp) @ 30-second
averaging time of 2 x10-7 m-1 (,550 and 700 nm channels) and 5 x 10-7
m- 1 (,450 nm channel). Sensitivity is defined as two times the
standard deviation of the measured ssp when sampling filtered,
particle-free air. It is not the intent of the Government to issue a
separate solicitation for this requirement. Interested sources
proposing to supply an equivalent item must submit a written
qualification statement by fax, clearly establishing capability to meet
the above requirements within 15 days from the date of this synopsis.
In the absence of other qualified sources, it is the intent of the
government to negotiate a sole source contract under the authority of
41 U.S.C. 253 (c) (1) with TSI, Inc., P.O. Box 64394, St. Paul, MN
55164 as this source is considered to be the only known qualified
