Trocolli Contracting Officer (Site Code DAAD05) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. DAAD05-97-B-0015 is issued as an Invitation For Bid. This solictation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-42. The Standard Industrial Classification (SIC) Code that applies is 3826 with a small business size standard of 500. The United States Army Garrison Aberdeen Proving Ground Directorate of Contracting has a requirement for 2 each UV Aerosol Particle Monitors. The Governments minimum specifications are as follows: System shall provide detection of aerodynamic size, light scattering intensity, and fluorescence intensity for airborne particles in the size range 1-15 micron. System shall be an embedded computer controlled particle size and detection analysis system. System size shall be housed in a single or multiple modules with maximum dimensions not exceeding 20"W X 20"D X 15"H. System weight shall not exceed 30 pounds maximum. System power: system shall be capable of using dual power system and operating from 120 volts AC 60 Hz or 28 volts DC power less than and shall not exceed 20 amps. Display and function input shall be integrated within the system and per requestcan be remotely connected to the system. System shall be capable of UV fluorescence detection for particles in size range 1-15 micron. System shall be capable of detecting particles based on light scatter using separate UV and visible light laser sources. System shall contain UV laser light source (266-355 NM) with a minimum power output of 20 milliwatt and maximum power input of 100 watts. Collection system shall be capable of collecting 20 liter of air input from a collector concentrator and deliver the collected air to particle sizer analyzer. System shall have clean air flow sheath and minimize the system contamination. The air collection mechanism shall be removable without the use of tools. All air pathway shall be removable without the use of tools for cleaning or replacement. The system shall be operated through the use of computer control. The system shall have fault and status display request. Transmit RS232 and ethernet network signals for system status and fault. All components and subsystems shall be modular for removal and replacement without the use of tools. System shall have particle detection ranges 10 channels minimum for visible light scatter and fluorescence scatter. The system shall have a phantom particles rejection mechanism. The system shall have atmospheric pressure transducer and provide for correction for changes in elevation or operating pressure of the range of 700 Mbars to 1100 Mbar. System operating temperature shall be from 0-40 degrees centigrade and operating humidity 0-100% rh, non-condensing. System shall be capable of accepting commands for sample time, start sample, and read particles property data, read internal parameters. System shall have front panel with indicators for clean system, particles concentration, flow status, laser status, and power status. Delivery shall be within 120 days ARO, F.O.B. Destination to Aberdeen Proving Grounds, Maryland 21005-5001. The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this action. Award of this solicitation shall be made to the low priced technically acceptable offeror. In order to be considered acceptable, the offeror must meet the requirements set forth above. An offeror must quote on all items in this solicitation to be eligible for award. The Government will award on an "all or none" basis. Evaluation of offers will be based on the total price quoted for all items. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. All offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
