combined synopsis/solicitation for commercial items prepared in
accordance with the format FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotes are being requested and a
written solicitation will not be issued. Soliciation No.
1425-97-SQ-17-09000 is issued as a Request for Quotation (RFQ) and
incorporates provisions and clauses in effect through Federal
Acquisition Circular 90-45. This acquisition is a Small Business
Set-aside (FAR 52.219-6). The size standard is 500 employees and the
standard industrial classification code is 3086. U.S. Bureau of
Reclamation, Grand Coulee Washington has a fixed price requirement for
the following items: CLIN0001 -- Foam, expanded polystyrene, 11 inch
x 11 inch x 10 feet long square log -- 3700 each; CLIN0002 -- Foam,
expanded polystyrene, 11 inch x 5-1/2 inch x 10 feet long rectangular
log -- 300 each; CLIN0003 Foam, expanded polystyrene, 11 inch x 11 inch
x 10 feet long triangular log (right triangle) -- 190 each; CLIN0004 --
Loan to the Government of a hot wire and power stat (Payne Engineering
Model 18TBP-1-10, or equal) for use during installation -- item will
be returned at the Government's expense -- 1 each; CLIN0005 -- Initial
installation training in using CLIN0004 -- 1 job; CLIN0006 -- Foam
sample, 3 inch x 3 inch x 3 inch -- 1 each. The specification for the
foam follows: Expanded Polystyrene foam (EPS) manufactured by
Insulfoam, Division of Premier Industries, Inc., or equal. The EPS
shall be closed cell, rigid, fire-retardant, white and manufactured
according to the latest ASTM C-578, Type 1 specifications. The fire
retardant characteristic prevents a sustained fire when an open flame
is drawn away from the foam. It is required that the physical
properties of the EPS foam shall be submitted for review at the time of
price offer. The physical properties required, according to ASTM C 578,
Type 1, are as follows: Density—0.9-1.14 lb/cu-ft; Thermal
Resistance (1 inch thickness) -- 4-4.17 at 40 degrees F, 3.6-3.85 at 75
degrees F; Compressive Resistance -- 10-10.14 psi; Flexural Strength --
25-25.3 psi; Water Vapor Permeability (1 inch thickness) -- 2 -- 5;
Water Absorption -- 4 per cent by volume maximum; Dimensional Stability
-- 2 per cent; Oxygen Index -- 24 per cent; Maximum Use Temperature --
167 degrees F continuous, 180 degrees F intermittent; Fungus and
Bacterial Resistance -- will not support bacteria fungus;
Buoyance-Floatation -- 60 lbs/cu-ft. Delivery is tentatively scheduled
from May 1st thru 15th and set up so that at least one truck delivers
a load of mixed foams a day (mixture: 80 per cent Item 1, 10 per cent
Item 2, and 10 per cent Item 3). The foams shall be palletized or
bundled, plastic wrapped, and furnished with pick points for forklift
or hoist handling. The final delivery schedule will be stated at time
of order. The items must be delivered to U.S. Bureau of Reclamation,
Warehouse B -- Door 6, Industrial Area, Grand Coulee WA 99133 according
to schedule specified. The following FAR provisions and clauses apply
to this acquisition: 52.212-1 Instructions to Offerors -- Commercial
Items (OCT 95), 52.212-3 Offeror Representations and Certifications --
Commercial Items (JUN 96), 52.212-4 Contract Terms and Conditions --
Commercial Items (OCT 95), 52.212-5 Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items
(AUG 96), and 52.247-34 F.O.B. Destination (NOV 91). Clause 52.212-5,
paragraph (b) is tailored to incorporate the following clauses by
reference: 52.204-6, 52.222-26, 52.222-35, 52.222-36, 52.222-37,
52.225-3, 52.225-21 and 52.232-28. The Government intends to make a
single award to the responsible bidder whose bid is most advantageous
to the Government, based on items meeting the specification, delivery
schedule, and price and price-related factors considered in decending
order of importance as listed here. Thissolicitation is not rated under
the Defense Priorities and Allocations System (DPAS). The closing date
for offers is April 25, 1997. Offers are to be mailed to the following

99133-0620. All sources responding to this Request for Quotation shall
do so in writing. All sources responding to this synopsis shall submit
the following information relating to business status, including
