is not a request for proposal. The B-2 System Program Office, System
Support Manager (OC-ALC/LAL) contemplates a Low Observables (LO)
Consumables Cost of Ownership Investment Program for the B-2 aircraft
weapon system. The primary emphasis behind this program is to be able
to support issue effectiveness requirements for LO consumable materials
within the following parameters; 80-85% of all requisitions filled
within 24 hours, 85-90% within 48 hours, 90-95% within 24-72 hours, and
the remainder within 14 days. The ability to meet this requirement is
driven by having materials readily available. The contemplated program
will include material qualification, production and support to be
acquired via initial and follow-on contracts. The requirements may
include level of effort activities as well as discrete tasks for
conducting analyses, studies, planning, qualification/test, production,
initial spares, integration, installation, training, support,
sustainment, and program management. The Government will provide the
material specification(s), projected material consumption data, and
prices for currently qualified materials. The material specifications
define the qualification requirements a new material must meet prior to
implementation on the B-2. The B-2 program is also interested in
improving the characteristics and performance of the materials used to
ensure the low observable signature of the B-2. These consumable
materials include conductive caulks and tapes, adhesives, adhesive
promoters, sealants, fairing epoxies, composite pre- pregs, topcoat
paints and primers. The material characteristics requiring improvement
are in addition to the qualification requirements delineated in the
B-2 material specifications. The B-2 program is pursuing materials that
are quick curing (less than four hours) and ambient curing (30 deg to
80 deg Fahrenheit @ 30 to 80% relative humidity), possess a useable pot
life, have a shelf life that exceeds one year, minimizes the use of
volatile organic materials, chromates, and other hazardous materials in
their formulations, can be packaged to meet customer requirements for
"repair" sizes, can be stored between 30 deg and 90 deg Fahrenheit, and
can be manufactured in less than 14 days. The program is keenly
interested in obtaining materials that endure high performance
conditions as encountered in the B-2 environment. Materials that meet
the material specifications and are commercially available are highly
desired. Further, manufacturing lead times must be minimized in order
to meet the stringent issue effectiveness rates demanded by the end
user. The B-2 System Program Office is surveying the market to
determine if any sources are qualified to perform all of the
aforementioned requirements for the B-2 LO Consumable Cost of Ownership
Investment Program. Potential sources should have the capability to
qualify materials IAW the material specifications and perform all of
the previously stated requirements for improvements to the B-2 aircraft
weapon system beginning in mid 1997. Interested sources must submit the
following information for Government evaluation: (A) Description of
existing aircraft system experience relative to material and process
qualification, production, and support activities to include an outline
of previous projects and the associated work performed, (B) Description
of capability to qualify, integrate, manufacture, test, install and
support improvements to aircraft systems. This description shall
include the contractor's capability to provide for the security of
classified and unclassified hardware and storage/handling of
documentation up to the SECRET SPECIAL ACCESS REQUIRED (SAR) Level.
Minimum personnel security clearance requirements for this effort are
SECRET. Sources interested in this requirement shall do so in writing
