(703)606-1710 NOTICE OF INTENT. The U.S. Army Intelligence and Security
Command intends to award a one-time sole-source purchase order using
simplified acquisition procedures IAW FAR Part 13 to Cubic
Applications, Inc, Norfolk, VA. This is a one-time six-month effort in
analyzing future intelligence requirements for the Army After Next
(AAN) program. Performance must be completed by 30 September 1997. The
personnel performing this effort must be SCI cleared and prepared to
start immediately. Cubic Applications, Inc. has analysts who have the
unique experience with working on the Army Chief of Staff's Task Force
in designing the Army Vision and Force XXI plan and in developing and
synchronizing the Intelligence XXI Vision with the Army's goals and
objectives for the future force. Cubic Application has extensive
knowledge and experience that is also required to perform this
requirement in the army and joint intelligence architectures. This
includes assessing effectiveness, defining requirements and
recommending futureactions in all DTLOMS areas in order to understand
the AAN and participating in the wargames. Cubic Applications has
analysts involved in the design and execution of intelligence play in
the most recent AAN wargame at the U.S. Army War College. Cubic
Applications has participated in Army intelligence studies and
projects, such as, Information Operations Task Force, Joint Modeling
and Training Simulations, NSA K3 Alliance, and ACC VUAV Study. The next
AAN wargame begins in August 1997. Between now and then a baseline
assessment and comparison of both AAN and the Army Intelligence Master
Plan must occur. The current status of the AAN program must be
reviewed and identified. This notice is not a request for competitive
quotations. No written request for quotations exists. Interested
parties may identify their interest by submitting fully descriptive
capability statements no later than 15 days from the date of
publication of this synopsis. Information received will be considered
solely for the purpose of determining whether or not to conduct a
competitive procurement. A determination by the Government not to
compete this proposed purchase order based upon responses to this
notice is solely within the discretion of the Government. Note 26.
