Department of Commerce and Tourism Industries (TI) has a requirement
for a contractor to administer the Survey of International Air
Travelers. This research program involves working with over 60 U.S. and
foreign flag carriers. The program involves monthly surveys on
departing international flights from the U.S. totaling around 4,000 to
6,000 per year and airport intercepts are administered using the TI
OMB approved questionnaire in 12 languages. The contractor will utilize
a government supplied OAG data tape to draw a monthly sample of flights
to be surveyed. The contractor will be responsible for mailing out the
survey kits to each gateway served by the voluntarily participating
airlines. Follow-up to ensure the kits are received and returned will
be required with the gateway managers, and other key airline personnel.
The contractor will use the Government extensive coding system for this
project to translate, code, perform control and quality assurance
checks, to key punch the data from 80,000 to over 100,000 respondents
annually responding to over 30 questions, the majority of which are
multi-part. The survey data collected will be expanded to represent
non-resident travelers to the U.S. based upon the INS I-94 data
(inbound) and to U.S. residents traveling abroad based upon the INS
I-92 data (outbound). The expansion process is performed quarterly.
This requires use of the INS data tapes using the arrivals or
departures records and incorporating multifaceted variables such as
country of residency, port-of-entry, mode of transport, etc.
Year-to-date data is also included. The data base is used to develop
custom reports for TI and other clients. Numerous other reports will be
developed, including reports for the participating airlines, and
inbound report and U.S. outbound report, and country reports. Data
tapes will be used in calculating travel and passenger fare exports and
imports for the U.S. balance of trade. The contractor will have ongoing
involvement with the airlines and airport authorities. Airline advisory
board meetings will be part of the contract. Integral to the success of
the program is the contractor's responsibility to constantly keep in
contact with the airline service managers, gateway managers and users.
This also requires maintaining the data base on all these players. In
addition, the COTR is heavily involved in the program providing
government supplied data, working with the contractor to improve the
program, and working to ensure that voluntarily participating airlines
stay actively involved in the program. We anticipate a contract award
for a base year and four one year options. All potential sources are
