The National Aeronautics and Space Administration has a firm requirement for ISO 9001 registration (certification) for the Lewis Research Center. There will be a maximum of 9 options for the registration (certification) for NASA's field centers and its' Headquarters office. The registrar shall include the following services: initial visit, pre-registration audit, preliminary assessment, registration assessment, certification listing, and surveillance assessment. Performance on this contract will be on a fixed price basis. This requirement is part of NASA's Consolidated Contracting Initiative. NASA shall utilize midrange techniques, commercial contracting techniques, and performance based contracting specifications. A request for offer will be issued for the above requirement within 30 days of this notice. The procurement is being conducted under the NASA Midrange Pilot Test Program approved by the Office of Federal Procurement Policy. The SIC code and the small business size standard for this procurement are 8472 and $5 million dollars respectively. The offeror shall state in their offer their size status for this procurement. The Government intends to acquire commercial items using FAR Part 12. All responsible sources may submit an offer which shall be considered by the agency. An ombudsman has been appointed -- See Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in ASCII or RTF format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
