Africa plans to solicit offers from qualified U.S. and South African
firms for a grants management/technical assistance contract for its
Democracy/ Governance (D/G) Strategic Objective Team. Services will be
required for an initial period of five years with two one-year
options. USAID intends to award a cost plus fixed fee (CPFF) type of
contract as described in Section 16.306 of the Federal Acquisition
Regulation (FAR). The Contractor will be required to provide: (1)
grants management support for new and existing grants in democracy and
governance sectors such as conflict resolution, public policy
participation, partnerships for development, public management, access
to justice, and civic education and protection, (2) long and
short-term technical assistance to grantees in such areas as financial
management, economic and institutional sustainability, systematic
collection and reporting on indicators, vouchering and financial
management, project records management, and other performance
monitoring related activities, (3) logistical support for workshops,
meetings, conferences, international exchanges from the U.S. and third
countries, and consultations, (4) feasibility study and guidance on
developing endowment/trust/foundation mechanisms that may be funded by
USAID in selected D/G areas, and (5) sectoral assessments and
environmental impact studies on an as needed basis. The estimated date
for issue of the RFP is May 2, 1997. USAID encourages the
participation to the maximum extent possible of Small Business, Small
Disadvantaged Business, and Women-owned concerns in this activity as
prime or subcontractors in accordance with Part 19 of the FAR. In this
respect, it is anticipated that the prime contractor(s) will make
every reasonable effort to identify and make maximum practicable use of
such concerns. To help identify potential subcontractors, a list of all
organizations requesting a copy of the solicitation will be included
with each solicitation issued. By providing the list, USAID does not
endorse the listed organizations as being capable of carrying out the
activity, nor does AID verify the claimed status of the organizations.
Necessarily, the list will contain the names of only those
organizations known prior to the issuance of the solicitation. The
preferred method of distribution of USAID procurement information is
via the Internet or by request of a solicitation on a 3.5" floppy disk
(WordPerfect 5.1/5.2 format). This CBD notice can be viewed and
