Thompson, (407) 494-2208 This market survey is being conducted to
identify firms interested in providing environmental support services
for the 45th Space Wing. The contract will provide program oversight,
technical support, environmental consulting and engineering design
services, sampling, analysis and monitoring to insure compliance with
all Federal, state, and local environmental regulations and Air Force
guidance documents. The successful offeror must possess a broad
knowledge of environmental programs including, but not limited to,
solid and hazardous waste management, environmental permitting, water
and wastewater management, stormwater management, air emissions
management, National Environmental Policy Act (NEPA), spill contingency
planning, Superfund Amendments and Reauthorization Act (SARA)
reporting, asbestos, lead-based paint, Polychlorinated Biphenyls
(PCBs), natural and cultural resources, pollution prevention, recycling
and environmental audits. Proposed contract type is a combination of
IDIQ (indefinite-delivery/indefinite quantity) and FPAF
(fixed-price-award-fee). A basic contract period of Jan-Sep 98 with 4
one-year options is contemplated. Security clearances are required. The
applicable SIC code and size standard are 8744/500 employees. Conflict
of interest rules may apply which would prohibit participation in
related acquisitions. Additional acquisition information will be

synopsis must (1) state whether they are a small or large business
based on the size standard above, (2) indicate if a small disadvantaged
or woman-owned business, 8(a) firm, or a historically black college or
university or minority institution (HBCU/MI), and (3) provide
experience in the form of an outline of previous projects for specific
relevant work completed or currently being performed including
contract numbers, description of the work, points of contact, and phone
numbers; professional qualifications and specific experience of
personnel identified to perform the work; and (4) any other pertinent
information which would enable the government to assess a firm's
capabilities. Because the government reserves the right to set this
acquisition aside for small businesses, 8(a) firms, or HBCUs/MIs based
on the responses received, it is imperative that firms respond with
the required information so that capabilities can be evaluated
accurately. Complete responses must be received by the government prior
to the close of business on 16 Apr 97. Firms who state an interest in
