synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii.) This SOLICITATION NUMBER
N00024-97-R-9006 is issued as a request for proposal. (iii.) This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular #90-45 and Defense
Acquisition Circular #91-11. (iv.) FAR 52.219-6, Notice of Total Small
Business Set-Aside. (v.) list of CONTRACT LINE ITEM NUMBERS: CLIN
0001:Sexual Harassment Training Workshops (140 classes for maximum 30
students each). (vi.) DESCRIPTION OF REQUIREMENTS: CLIN 0001, Sexual
Harassment Training Workshops (qty 140). The workshops will involve
training approximately 4,000 civilian and military employees. Class
size will be no more than 30 employees per session. The total number of
sessions, including additional make-up sessions, will be 140. The
estimated number of make-up sessions will be 4. Each individual class
shall not exceed 4 hours, and all classes shall be completed not later
than 30 September 1997. The proposals should be tailored to, address
and reflect all guidelines that are used within the Department of the
Navy activities. Behavioral Objectives: A. Understand the elements of
sexual harassment and recognize behaviors and actions that constitute
sexual harassment. 1- Define EEOC and DOD/DON definitions of sexual
harassment. 2 -- Cover the range of possible behaviors and
circumstances under which those behaviors may be considered sexual
harassment. 3 -- Reinforce concept of "zones of behavior" as provided
in NAVPERS booklet 15620 to describe and address inappropriate and
unacceptable behavior. B. Understand informal and formal avenues of
redress for inappropriate conduct/sexual harassment. 1- Reinforce
Navy's Informal Resolution System for resolving conflict (see NAVPERS
booklet 15620) 2 -- Ensure participants understand their right to
confidentiality under certain circumstances and the prohibition against
reprisal for bringing forth allegations of sexual harassment. C.
Understand employees' rights and responsibilities in preventing sexual
harassment. D. Understand managerial/supervisory responsibilities in
preventing and dealing with sexual harassment. Note: The objectives
should be taught and reinforced using realistic case studies and/or
group exercises related specifically to a headquarters military
environment. Miscellaneous Costs: The cost of all travel expenses and
of reproducing participant materials for the workshop shall be included
in the price for each workshop. (vii.) DELIVERY/PRESENTATION is to be
accomplished at Government provided facilities in the Washington, DC
metropolitan area. All deliverables are to be mailed to technical point
of contact: Department of the Navy, NAVSEA, (Attn: Tersheia Carter,Code
03B, CM2/503), 2531 Jefferson Davis Hwy, Arlington, VA 22242-5160.
Presentation of training under CLIN 0001 shall begin within 21 calendar
days of award and be completed not later than 30 September 1997. Two
classes shall be presented per day, one in the morning and one in the
afternoon. Depending on classroom availability two classes may be
required to be run simultaneously. The class dates and times will be
coordinated with the technical point of contact. Acceptance shall be
made at destination. (viii.) FAR 52.212-1, Instructions to
Offerors-Commercial, is incorporated by reference and applies to this
acquisition. (ix.) FAR 52.212-2, Evaluation-Commercial Items, is
incorporated by reference and applies to this acquisition. ADDENDUM.
52.212-2, Para. (a). The proposals submitted will be evaluated on the
following four factors: 1. How proposed class will meet behavioral
objectives described in section (vii) Description of Requirements.
Offeror shall provide an outline that addresses each of the behavioral
objectives listed in section (vii) above. Merely restating the
objectives without explanation will not be considered as addressing the
objectives. The outline should also reflect the instructional
strategies that the facilitator will employ to allow participants to
become actively involved in the training. When suggesting a certain
instructional strategy, such as a case study, videotape, or role play,
specifically describe the strategy in great detail. 2. Facilitator
experience, expertise and references. Proposals shall include the
resumes of all facilitators. The resume shall include recent work
experience relating to the subject matter, education, and a list of
courses facilitated. Three references are required providing
verification of training effectiveness of Navy sexual harassment
training workshops. 3. Participant materials. Proposals shall include
a copy of materials that will be reviewed to ensure that the materials
reflect and support the behavioral objectives addressed within each
proposal. 4. Price. Technical capability isconsidered more important
than price in offer evaluation. The Government will award to the
offeror of the most advantageous offer to the Government after
considering technical evaluation and price. (x.) Offerors SHALL include
a COMPLETE copy of the provision 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS-COMMERCIAL ITEMS, with its proposal. Offerors in need
of this clause may contact the POC in item 11 for a copy. xi.) FAR
52.212-4. "Contract Terms and Conditions -- Commercial Items" is
incorporated by reference and applies to this acquisition and resulting
contracting. The following terms and conditions are added as an
addendum to this clause: Type of contract: The resulting contract will
be firm fixed price. FAR 52.232-18, Electronic Funds Transfer Payment
(Apr 1984). (xii.) FAR 52.212-5, Contract Terms And Conditions
Required To Implement Statutes Or Executive Orders-Commercial Items
(Oct. 1995) is incorporated in this contract by reference, however for
paragraphs (b) and (c) only the following provisions apply to this
