The work includes the furnishing of all labor, approved materials, and
equipment and incidental related work required to complete the sewage
effluent disposal for the Headquarters area, Santa Margarita area, and
San Onofre/San Mateo areas at Camp Pendleton. Pipelines will collect
effluent from on-Base sewer treatment plants 1, 2, 3, 8, 13 and pump
the effluent to percolation ponds and to the City of Oceanside ocean
outfall. The work in the Headquarters and Santa Margarita areas
includes the following elements: (a) approximately 13,700 lf of 20-inch
effluent pipeline, (b) approximately 22,400 lf of 16-inch efflueent
pipeline, (c) approximately 17,800 lf of 12-inch effluent pipeline, (d)
approximately 14,200 lf of 10-inch effluent pipeline, (e) approximately
10,700 lf of 8-inch effluent pipeline, (f) bore and jack operations
under roads and railroads, (g) 5 effluent pump stations including wet
wells, 3 motores and pumps each, masonry buildings, meters and
telemetry, associated electrical equipment and modifications to an
existing pump station, (h) 2 emergency generators, (i) approximately 21
acres of percolation, equalization, and emergency storage basins with
diversion structures, access roads, associated piping and
appurtenances, (j) apprximately 2,100 lf of horizontal directional
drilling under the Santa Margarita river, and (k) approximately 1,100
lf of sliplining an existing 12 steel pipeline. The work in the San
Onofre/San Mateo area includes the following elements: (a)
approximately 6,800 lf of 6-inch effluent pipeline, and (b) 1 pump
station with 2 motors and pumps, masonry pump building, and associated
electrical equipment. The work occurring in the City of Oceanside
includes the following elements: (a) approximately 12,900 lf of 16-inch
effluent pipeline, (b) approximately 900 lf of 12-inch effluent
pipeline mounted on the substructure of the Coast Highway bridge along
with removal of an existing 10-inch pipeline and (c) hot tap
connection to the City of Oceanside sewer outfall. On Base and off-Base
work will include seasonal construction restrictions and traffic
control plans. Environmentally sensitive areas will require biological
coordination, monitoring and mitigation, pipeline corridor
revegetation and environmental permitting. Coordination is required
with the North County Transit District for construction adjacent to and
crossing under the railroad and incidental related work complete and
ready for use. -- There will only be one site visit to be held on 08
May 1997. The site visit is scheduled from 08:30 a.m. to 04:00 p.m.
Contractor's scheduled to attend must meet Mr. White at the Resident
Officer in Charge of Construction (ROICC) office, building 22101,
Marine Corps Base, Camp Pendleton, California at 08:30 on 08 May 1997
to be escorted to the site. Reservations to attend the site visit must
be received no later than seventy two (72) hours in advance by

The estimated cost is between $5,000,000 and $10,000,000. -- Firm Fixed
Price Contract. -- Contract duration is approximately 540 calendar
days. -- Bids will be considered from all responsible sources. -- This
project is unrestricted. -- The Standard Industrial Code is 1629 and
the annual size standard is $17 million. It is recommended the
subcontracting goals reflect a minimum goal of 5% for Small
Disadvantaged Business Subcontracting effort. -- NOTE: Plans and specs
will not be mailed to firms within a 20 mile radius of the issuing
office. A fee will be charged for all plans and specs. Please call

may be acquired in person from Plan Issue or by mail. -- Telephone
requests will not be accepted. -- Requests for the solicitation package
must be in writing stating solicitation number N68711-94-B-1546,
complete name, address, area code and phone number and whether bidding
as a prime/subcontractor/supplier. -Plan holders lists will not be
faxed. -- Mail requests to Southwest Division, Naval Facilities
Engineering Command (Plan Issue), Building 132, 1220 Pacific Highway,
San Diego, CA 92132-5187. The only methods of payment that will be
accepted for plans and specifications are Visa, Mastercard, cashiers
checks or money orders and they should be made out to DEFENSE PRINTING
SERVICE. -- Fees are not refundable. -- If you choose to pay by
cashiers check or money order, please submit one (1) cashiers check or
money order per project. -- Solicitation packages are limited to two
(2) sets per prime and one (1) per subcontractor/supplier. -- Plans and
