Z -- MINOR CONSTRUCTION, ALTERATION & REHABILITATION OF VARIOUS NIH FACILITIES, DELIVERY ORDER CONTRACT SOL 263-96-P(HJ)-0226 POC Larry Hunter, Contracting Officer, (301)435-4325, Fax (301) 402-2166. 17. The National Institutes of Health plans to enter into a Delivery Order Contract for construction projects for small to medium sized alteration, repair, and modernization projects on the NIH campus in Bethesda, MD., the NIH Animal Center in Poolesville, MD., and other NIH controlled buildings in the Washington metropolitan and Baltimore area. The contract type will be fixed price indefinite quantity similar to the Army Job Order contracts (JOC), the Air Force SABER contract, and the NASA Goddard Space Flight Center delivery order contract. The proposed contract will have a one 365 days base period with four (4), 365- day- options. The anticipated maximum dollar value for the first 365 days and for each of the four (4) optional 365 days is $20,000,000.00, making the anticipated maximum cumulative total value of the contract $100,000,000.00. The guaranteed minimum dollar amount for the base 365 days is $2,000,000.00. The maximum individual order limitation is $700,000.00 and minimum is $2,500.00. The estimated percentage of dollar categories for delivery orders against the contract are the following: Less than $100,000 = approximately 74 percent, $100,000 $250,000 = approximately 17 percent, $250,000 -- $700,000 = approximately 9 percent. The estimated type of work, by percentage are the following: General and Miscellaneous Alterations(mechanical rooms, utilities, public space, etc.) = 36 percent, Office Space = 28 percent, Laboratory Facilities and Areas = 15 percent, Animal Areas = 13 percent, Patient Care Facilities and Areas = 5 percent, Residential Areas = 3 percent. These are anticipated percentages based on historical data and are not necessarily what actually will be experienced under this contract. The contractor shall provide all management, supervision, labor, materials, tools and equipment for complete and total performance of the executed orders against the contract. After award, the individual request for proposals will set forth the quantities and the corresponding unit price (R.S. MEAN'S BARE COSTS ONLY). The unit price will be multiplied by the appropriate coefficient factor(which includes all other costs, i.e., management, supervision, tax, overhead, profit, etc.). The unit prices will be adjusted annually based upon the bare cost values in the then-current R.S. Mean's Facilities Cost Data Book. BASIS OF AWARD: The award will be based primarily on an evaluation of the Offerors' Management Proposals. Points will not be assigned to offerors' coefficients. The following conditions must be met for any offer to be eligible for further consideration:(1) The offer must be deemed responsible, in accordance with the standards in FAR Subpart 9.1. (2) The offeror's proposal must fully comply with all laws, regulations, and the conditions set forth in this solicitation. Proposals which are unrealistic in terms of management, technical quality, or coefficients will be deemed indicative of a failure to comprehend the risks and complexity of the proposed contractual requirements herein, and will be rejected. Among those offers satisfying the above conditions, the Government will select the proposal representing the best value and which will be most advantageous to the Government. In the event of a tie, an award will be made to the Offeror submitting the lowest realistic, fair, and reasonable coefficient. Evaluation of each proposal will be an integrated assessment of each offeror's ability to manage effectively and simultaneously a large number of multi-discipline-projects of various sizes and in various geographic locations within the geographic radius described earlier in this solicitation. In selecting the offer deemed most advantageous to the Government, the following factors will be considered. Refer to pages L-8, L-9, L-10, and L-11 for detailed descriptions in each category. Award will be made considering the following evaluation criteria listed in descending order of importance: Experience and Past Performance (40 points). These subfactors are of equal weight: (i) Project List, (ii) Offeror's DOC Project History, (iii) Customer Satisfaction, (iv) Upper Management Involvement. The Government may use past performance information obtained from other than the sources identified by the offeror and the information obtained will be used for both the responsibility determination and the best value decision. Firms lacking relevant past performance history shall receive a neutral evaluation for past performance. Project Management Plan (30) Points) .These subfactors are of equal weight: (i) Onsite Staff, (ii) Project Control, (iii) Design Process, (iv) Proposal Schedules, (v) Mobilization Schedules, (g) Quality Control Plan (20 Points).These subfactors are listed in order of descending weight: (i) QC Staff and Authority, (ii) Health and Site Safety Plan (HSSP), (iii) Daily Field Reports, (h) Subcontractor Support (10 Points). These subfactors are listed in order of descending weight: (i) Control and Coordination of Trades, (ii) Existing Subcontracts, (iii) Proposed Subcontractors. The cost factor will be evaluated for cost realism, fairness, and reasonableness (1) The Owner will assume that 90 percent of the work under the contract will be performed during standard work hours. The remaining 10 percent will be assumed to be performed on a non-standard basis. (2) Cost data to be contained in the offeror's price proposal in accordance with Section L.11, entitled "Price Proposal", is to be used to determine the offeror's overall understanding of program requirements and his ability to perform. Offerors are advised the Government intends to evaluate proposals and award a contract without discussions with offerors (except communications conducted for the purpose of minor clarifications) . Therefore each initial offer should contain the offeror's best terms from a management and cost standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. BOND REQUIREMENTS: The Performance Bond penal amount shall be $10,000,000 and shall be maintained during the entire term of the contract including option periods in accordance with FAR requirements and the resulting contract. A payment bond will also be required. The solicitation period for this acquisition will be 30 calendar days from the date of this announcement. A pre-proposal conference and site visit are planned for approximately the midpoint of this solicitation period, the exact date and time will be specified in the RFP. Interested offerors are urged to attend but attendance is not mandatory. Due to space limitations, attendance will be limited to two (2) personnel per contractor. Reservations MUST be made at least five (5) working days in advance by contacting the Contracting Officer. This solicitation is under full and open competition. Specifications will be available at the address listed above on or about April, 4, 1997 at a nonrefundable cost of $200.00 per set. Certified cashier checks or money orders ONLY will be accepted and shall be made payable to the National Institutes of Health. Company or personal checks WILL NOT BE ACCEPTED FOR PAYMENT. Specifications will be available for inspection without charge during normal working hours, at the National Institutes of Health, Acquisition Branch C, Building 13, Room G-800, 9000 Rockville Pike, Bethesda, Maryland 20892. All responsible sources may submit an offer which will be considered. Be prepared to state the solicitation number and title when calling for information on this project.
