The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to procure on a sole source basis one thousand five hundred (1,500) units Helicopter Emergency Egress Devices (HEEDs) (P/N 1586AS301-1) from U.S. Divers, Inc. who was the supplier for the initial four thousand five hundred (4,500) units. The HEED is a compact light-weight, self contained underwater breathing apparatus consisting of an air cylinder and a two stage breathing regulator assembly. The following spare parts are also being requested: 1) Forty (40) 1st Stage Regulator Assy Units P/N M100674, 2) Sixty (60) 1st Stage Regulator Subassy Units P/N M100671, 3) Three Hundred (300) Mouthpiece Subassy Units P/N M100676, 4) One Hundred Fifty (150) Mouthpiece Cover Units P/N M100653, 5) Five Thousand (5,000) Overhaul Package, 2nd Stage Units P/N M100681, 6) Five Thousand (5,000) Overhaul Package, 1st Stage Units P/N M100682. The proposed action will be a Firm Fixed Price contract with an expected delivery date of 90 days after contract award. This contract will be negotiated as a sole source procurement under the statutory authority FAR 6.302-1 (only one responsible source and no other services will satisfy agency requirements.
