a USAID project in Armenia, Hagler Bailly is seeking sources for the
supply of natural gas metering equipment. Interested parties should
contact Hagler Bailly by fax or e-mail to indicate their interest in
receiving the complete request for quotation (RFQ), which will be made
available no later than April 15, 1997. Copies of the RFQ will be
issued on a first come first served basis. Only a limited number of
copies are available. Offers will be due 30 days from RFQ issuance
date. Following are INDICATIVE quantities and specifications. The
scope, quantities and specifications of the actual RFQ may differ from
these indications. 1) (310) residential gas meters, meter should be
able to measure maximum flow of 212 SCFH at 0.28 psig average line
pressure with less than 1 inch water column pressure drop across the
meter, no temperature or pressure compensation, top threaded
connections, thread preferably compatible with Russian thread standard
GOST 6357-81, display in cubic meters, with odometer-type counter
showing 2 decimal points, counter should not run backward when gas flow
is inverted (or bidder shall also quote a suitable in-line check
valve), weather- proof, bidder should also price separately appropriate
gas filter, gas valve with lock wing, and stress bars (preferably 90
degree angle for in-line connections). For this item 1), a pre- payment
meter option is under consideration. Sources are sought for the supply
of these pre- payment meters and associated hardware/software. In
evaluating such option, special attention will be given to the risk of
tampering or counterfeiting. 2) (1530) residential gas meters, meter
should be able to measure maximum flow of 318 SCFH at 0.28 psig average
line pressure with less than 1 inch water column pressure drop. Rest of
the specifications similar to item 1. 3) Natural gas meters for master
metering of apartment buildings, flows between 500 SCFH and 3000 SCFH,
0.28 psig average line pressure. Rest of the specifications similar to
item 1. 4) (7) turbine or rotary meters for following maximum flows:
8000, 11000, 18000, and 92000 SCFH at average pressure line of 2 atm
gage (varying between 1 and 3), no temperature compensation, no
pressure compensation as base quote, pressure compensation as option
(mechanical preferred over electronic), display in cubic meters,
odometer-type counter, flanged connections preferably compatible with
Russian flange standard GOST 12820-80, weather-proof, bidder should
also price separately appropriate gas filter. 5) Portable test meters
to test accuracy of above residential gas meters. 6) Natural gas leak
