is a notice of intent, not a request for competitive proposals.
Pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, the
Defense Evaluation Support Activity (DESA) intends to purchase five (5)
over-the-horizon (OTH) target airborne transponders (Part Number
5406141-1), which augment the Multiple Aircraft GPS Integrated Command
and Control (MAGIC2) system from Herley-Vega Systems (HVS), Lancaster,
PA, on a sole source basis. The MAGIC2 Target Control Transponder
provides command and control capability, position data and telemetry
data for Unmanned Aerial Vehicles (UAVs) and Targets when used with the
MAGIC2. The MAGIC2 utilizes an integrated GPS receiver to provide
target position information. Transponder features include: 2
proportional 24 discrete uplink commands, 12 proportional and 16
discrete downlink telemetry, failure alarm circuitry, automatic antenna
selector switch for two-antenna operation, 100 dB receiver dynamic
range, sensitivity -- 120 dBm @ 5 kHz and output power 5 Watts. Also
required are five (5) transponder installation kits, Part Number
5606134-1. HVS is considered a sole source for this effort because as
the developer of the transponders they are intimately familiar with the
integration of the MAGIC2 system, including OTH control, with the
BQM-74E and CHUKAR III series targets. Production of transponders, RF
modules, airborne relays and peculiar ground support equipment (PGSE)
for OTH control was provided by HVS. The combination of these
capabilities cannot be duplicated within the time available due to the
extensive learning period that would be required for a different
contractor. Transponders are to be delivered to the Pacific Missile
Range Facility (PMRF) at Kekaha, Kauai, Hawaii. ONLY WRITTEN RESPONSES
WILL BE ACCEPTED. All requests for consideration, including capability
documentation, must be received NLT 10 calendar days after publication
of this synopsis in order to be considered by the agency. Facsimile
