to negotiate with CAE Electronics, for the purchase of two (2) Crisis
Resource Patient Management Simulators, CAE Electronics Patient
Simulator, Part Number AN296 for the Naval School of Health Sciences
and the National Naval Medical Center, Bethesda, MD. See Note 22. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Responses must contain
sufficient documentation to establish a bonafide capability to fulfill
the requirements. The solicitation number is N62645-97-R-0026 and is
issued as a Request For Proposals (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-37. The standard industrial
classification (SIC) code is 5047. The small business size standard is
100 employees. CAE Electronics, Inc., 53 Chenago Center Plaza, 2nd
Floor, Binghamton, NY 13902 shall satisfy this requirement by providing
the following contract line items (CLINS): CLIN 0001 Part Number AN296
Electronics Patient Simulator which shall include a human patient
mannikin, hardware and software, operator's console, interface cart,
automatic gas analysis module, remote interface console, automatic drug
recognition module, trauma head, trauma arms, and trauma chest. System
specifications: The system shall be portable with the capability to
run at least 28 simulated cardiovascular, pulmonary, and metabolic
events. These events shall include at a minimum: acute hemorrhage,
anaphylaxis, asystole, autonomic dysreflexia, coronary constriction,
hypertension, hypotension, pericardial tamponade, sinus bradycardia,
ventricular fibrillation, ventricular tachycardia, venous air embolism,
total spinal, aspiration, atelectasis, bronchospasm, post-op failure to
breathe, pneumothorax, pulmonary edema, pulmonary embolism, Addisonian
crisis, diabetic ketoacidosis, hyperkalemia, hypokalemia, hypothermia,
malignant hyperthermia, and metabolic acidosis. The operator shall be
able to change the severity of events. The system shall have a fully
automated drug recognition system. It shall be capable of simulating
physiological reactions to at least 70 drugs along with their medically
established side effects. The system shall be capable of trauma
modeling which shall include functional eyelid open/closure, pupil
dilation, arm motion, chest tube placement, central line placement,
needle thoracentesis, and CPR detection. The system shall include a
cardiopulmonary bypass training module with virtual bypass pump.
