procure on a sole source basis to Harlan Sprague Dawley, Inc., P.O. Box
29176, Indianapolis, Indiana, 46229-0176, for the requirement to
provide specified strains and stocks of barrier reared and maintained
rats and mice including, but not limited to the following: Hsd:Sprague
Dawley rats, LEW/SsNHsd rats, Hsd:WI rats, BN/SsNHsd rats, SHR/NHsd
rats, C57BL/6NHsd mice,BALB/cAnNHsd mice, Hsd:NIHS mice, Hsd:ND4 mice,
B6C3F1/Hsd mice, FVB/NHsd mice, Hsd:ICR(CD1) mice, MRL/Mp01aHsd mice.
Thes e mice shall be supplied at the specified age, weight or sex,
shipping and crates, or surgically altered as required for bio-medical
research as requested to meet the needs of NIH investigators for
ongoing research projects. The Contractor shall be regularly engaged in
the breeding, raising, and shipping of the rats and mice. The rats and
mice supplied under this contract shall be maintained in the
Contractor's facilities. The Contractor shall be accredited by the
American Association for Accreditation ofLaboratory Animal Care or
shall be eligible for accreditation. The period of performance will be
for one twelve (12) month period, with options to renew for four (4)
additional twelve (12) month periods. It is believed that Harlan
Sprague Dawley is the sole source for this requirement because of the
following: NIH investigators have established baseline research data
using animals that were consistently obtained from Harlan Sprague
Dawley, Inc. Deviations in the procedures used by different vendors to
h ouse, breed, feed, water, handle, monitor health, perform timed
matings, ship, etc. result in production of animals that may slightly
or significantly change response to different types of experimental
manipulation. Furthermore, the cost to the Government to re-establish
baseline data using mice and rats acquired from a different source
would be prohibitive and potentially unsuccessful. Also, if another
source were used to acquire animals for these studies, it would be
necessary to duplicate some portions or all previously conducted
studies, thus necessitating inappropriate utilization of greater
numbers of animals. The industrial classification (SIC) code 0279, size
standard $0.5M, will be used for this requirement. Any competing firm
that believes it is capable of providing the above requirement is
invited provide sufficient documentation to demonstrate that capability
