issue a DRAFT Request for Proposal (RFP) for Research and Development
Hardware Fabrication and Assembly Services. This performance based
contract consists of performing fabrication processes used in
manufacturing R&D space flight experiments, flight ground support
equipment, space flight supporting hardware, ground test hardware, test
fixtures (dynamic, thermal vacuum, and structural) and prototype/mockup
hardware or end items made from metal, plastic, and wood materials
along with the refurbishment of valves (cleaning and remachining) and
similar facility items. Additionally, the contractor will also be
required to provide test technician support. All services will be
performed in government provided facilities on-site at the Marshall
Space Flight Center. The period of performance will include a 1-year
base period with four 1-year option periods. This procurement is an
8(a) set-aside national buy. The SIC Code is 3769. An Industry Briefing
will be held on April 17, 1997, in Building 4200, Morris Auditorium
from 8:00 a.m. -- 9:00 a.m. Following the briefing, a tour of
representative MSFC facilites applicable to this procument will be
conducted. Offerors who plan to attend this briefing should furnish in
writing the names and titles of those persons to NASA/MSFC Security
Office, Mail Code CN51, Marshall Space Flight Center, AL 35812(Fax No.
205-544-5839) at least 2 days prior to the Briefing. Attendance shall
be limited to no more than 3 persons from each Offeror's organization.
Badging for attendees can be picked up in the lobby of MSFC Building
4200 prior to entering Morris Auditorium. In addition, an information
copy of the request to CN51 must be provided to the Contract Specialist
at Mail Code GP22-G. Offeror's are urged and expected to inspect
representative sites where services are to be performed and to satisfy
themselves as to all general and local conditions that may affect the
cost of performance of the contract, to the extent that such
information is reasonably obtainable. Site inspection may be
accomplished only in connection with this facility tour. The DRAFT RFP
will be distributed either at the conclusion of the industry briefing
or within a few days shortly thereafter. Comments on the DRAFT RFP are
solicited and should be submitted in accordance with the instructions
in the DRAFT RFP. Comments on the DRAFT RFP are due no later than 10
days after its release date. NASA will not respond back to individual
comments, but will incorporate any significant changes into the Final
RFP. It is anticipated that the Final RFP will be released in mid May
1997. An ombudsman has been appointed -- See Note "B". The solicitation
and any documents related to this procurement will be available over
the Internet when released. These documents will be in ASCII or RTF
format and will reside on a World-Wide Web (WWW) server, which may be

responsibility to monitor this site for the release of the solicitation

copy received shall be the same as the solicitation, inclusive of any
