Service (NPS), Columbia Cascades System Support Office is seeking
qualified A/E firms to provide Titles I, II, and III facility planning,
design, engineering and construction services. The proposed contract(s)
shall be an Indefinite Quantities contract with a base year award and
four one-year options, for miscellaneous projects throughout National
Park Service sites in the States of Washington, Oregon, Idaho, and
Montana. Multiple award may be made. The required services may require
site development planning, construction project planning, design
development, preparation of construction drawings and specifications,
and construction inspection services for new and existing buildings
such as visitor centers, administration and maintenance facilities,
single and multi-family housing, comfort stations, campgrounds, access
roads and parking areas; for the rehabilitation, improvement and
adaptive use of historic and non-historic structures, water and
wastewater treatment facilities, and other site utility systems; and
for the evaluation of structural and utility systems including, but not
limited to, security, lighting, heating, ventilating and
air-conditioning, plumbing, electrical distribution, emergency power,
fire detection/protection, telephone and data transmission
communications, and elevators. Alternative energy systems such as
photovoltaic or other state of the art technology may also be included.
Life safety, environmental, accessibility and hazardous material issues
including asbestos surveys, testing and abatement may also be
addressed. Anticipated services will involve projects at various
stages; consequently, the selected firm(s) must be capable of providing
and managing a multi-disciplinary team from within the firm or in
conjunction with subconsultants. All work will be guided by NPS
policies and directives. Projects will require coordination with
various review and planning entities. Individual project work may
extend over several fiscal years. Much of the construction work will be
performed in historic buildings and sites, and will require continuous
attention to compliance with historic preservation guidelines,
techniques, and oversight. Sensitivity to National Park Service values
and standards for historic preservation, including the Secretary of
the Interior's Standard for Preservation Projects, the NPS design
tradition, and sustainable design principles must be demonstrated. The
NPS has adopted sustainable design as the guiding principle for park
planning and development. Our actions must maintain biological
diversity and environmental integrity, contribute to the health of air,
water and soils, and incorporate design and construction that reflect
bioregional conditions and reduce the impacts of human use. In
practice, sustainable design utilizes best available solutions to
minimize the short and long term environmental impacts of development
activity, incorporates environmentally sensitive construction methods,
seeks to conserve non-renewable global resources, utilizes
energyefficiently, minimizes the generation of waste, recycles
materials and waste, and specifies ecologically responsible methods,
practices, and materials in the construction of park infrastructure.
Required services will include but are not necessarily limited to the
following. Anticipated duties require the abilities of personnel with
a solid construction background. 1) Title I services such as
preparation of advanced topographical or other field surveys; obtaining
test boring or other subsurface data; performing technical analysis and
investigations; structural evaluations; maintenance building
inspections; housing inspection and evaluation services; hazardous
materials including asbestos surveys, testing and abatement planning;
engineering feasibility studies; code research and analysis; building
energy analysis; utility economic analysis; energy conservation and
life cycle costing; project scoping; preliminary studies, sketches and
layout alternatives; support services such as drafting, detailing,
visual simulation, and product research; value engineering; conceptual,
schematic and preliminary design, outline specifications, advance cost
estimates and other special services; and preparation of associated
reports. 2) Title II services such as adaptation of Government plans,
designs, drawings, specifications, and standards for structures,
utilities, and appurtenances; assistance in issuing, securing and
analyzing technical proposals; preparation of hazardous materials
abatement plans and specifications; preparation of final construction
drawings, specifications and construction cost estimates, and
interpretation of plans and specifications during the construction bid
phase. 3) Title III services such as construction observation and
inspection including preparation of field reports; review and approval
of shop and other working drawings and submittals provided by the
construction contractor; consultation services during construction;
preparation of Operation & Maintenance and Preservation Manuals; and
preparation of record drawings showing construction as actually
accomplished. Primary professional disciplines to be used in the
various tasks may include architects and landscape architects; civil,
structural, mechanical, lighting, security/fire protection, and
electrical engineers; soils engineers; transportation engineers;
surveyors; cost estimators and specification writers. Other disciplines
that may be required include, but are not limited to, project
management; acoustical, sanitary, elevator, geotechnical and
communications engineering; hazardous materials management;
architectural conservator, museum curator, and historical archeologist.
The term of the basic contract shall be for one year with four one-year
options. Services under the contract shall be procured by Delivery
Orders issued for each requirement. Individual Delivery Orders shall
not exceed $450,000. The total of Delivery Orders issued per year shall
not exceed $4,000,000. The A&E is guaranteed a minimum amount of
$30,000 during the life of the contract. The following criteria listed
in descending order of importance, shall be used in the evaluation of
the prospective firms and their team including all subconsultants:
Please note that this criteria shall be used in lieu of the criteria
listed under numbered Note 24. 1) Experience and expertise in
ecologically and culturally sensitive siting and design of access
corridors and parking, buildings and other facilities, support services
and utility infrastructure that demonstrates a sustainable design
ethic, philosophy and principles; a construction approach integrating
sustainable practices, materials and solutions; and understanding of
the Cascadian/Rustic style of architecture. 2) Specialized experience
and technical expertise within the last three years on projects in high
mountain, arid high desert, deep snowfall, and fragile ecosystem
environments including permafrost. 3) Demonstrated successful project
management experience addressing such factors as project scoping and
program definition, quality of work and the team quality control review
process, meeting schedules, control of costs including use of value
engineering, and accuracy of the firm's construction cost estimates
compared to actual construction bids submitted. 4) Professional
qualifications of the firms and staff proposed for the performance of
desired services, including professional licensing and/or registration
for the states of Washington, Oregon, Idaho, Montana, and construction
background. 5) Capacity of the firm to maintain a short notice presence
for small scale site development work; to accomplish more than one
project (including any specialized services) concurrently within the
desired time schedules; and to respond to expanded or multiple work
orders on short notice. 6) Communication skills, and successful prior
project experience working with consultants which form an integral part
of the team firm. 7) Proximity to Seattle, Washington. 8) Demonstrated
experience with AutoCad and LandCad, Word Perfect and MS Office
software products including Word and Excel, and Internet access for
communications and product research. This procurement is subject to
Public Law 100-656 and is open to large and small businesses. To the
fullest extent, the National Park Service welcomes the participation of
small business firms, and encourages large business firms to include
small business firms as part of their team. The Government will not
indemnify the firm selected against liability involving asbestos or
other hazardous materials; that is, no clause holding the firm harmless
will be included in the contract. Only A&E firms with a fully staffed
professional office within the states of Washington, Oregon, Idaho, or
Montana, that meet the requirements described in this announcement are
invited to submit a Letter of Interest and the completed Standard Forms
254 for each firm and a team Standard Form 255 in original only.
Submission of any additional material is allowed only to the extent
that it graphically (via drawings and photographs) substantiates the
relevant project work specifically described on the Standard Forms
254/255. (See Note 24). The Letter of Interest must clearly state any
and all experiences with the National Park Service, the specific
type(s) of project(s) awarded/completed, and the Contracting Officer's
name and telephone number. The Standard Industrial Classification Code
for this procurement is 8712 and the size standard is $2.5M. Responses
must be received by the close of business, 3:00 P.M. (PST), Monday,
April 28, 1997 in order to be considered for selection. Any proposals
received after the specified time and date will not be accepted. This
