soliciting information for potential sources for modification of an In
Situ Ozone Detector for automated operation aboard a turbo-prop or jet
type aircraft inclusive of the following requirements; modify detector
electronics for 10-Hz detection (signal to noise of at least 2 at 1
ppbv ozone), perform laboratory tests under simulated flight conditions
(inlet pressure only) to demonstrate instrument response, automated
control, and ozone losses are within specifications, provide technical
support for NASA flight testing and provide documenation of (1)
instrument modifications with emphasis on microprocessor, fuzzy logic,
instrument electronics and automated controls and (2) laboratory tests
use to verify instrument performance. NASA LaRC will be providing as
Government Furnished Equipment (GFE), the ozone detector to be
modified, selected flow and pressure hardware used during flight of the
existing instrument, and sample pumps used with the system. No
solicitation exists; therefore, do not request a copy of the
solicitation. Interested offerors/vendors having the required
specialized capabilities to meet the above requirement should submit a
capability statement and experience and past performance summary of
five (5) pages or less indicating the ability to perform all aspects of
the effort described herein. Please advise if the requirement is
considered to be a commercial or commercial-type product. A commercial
item is defined in "Note A". Along with your response, please advise
of any commercial standard terms for payment, in-process inspection of
work and/or procedures for handling Government-furnished property.
This synopsis is for information and planning purposes and is not to be
construed as a commitment by the Government nor will the Government pay
for information solicited. Respondents will not be notified of the
results of the evaluation. Respondents deemed fully qualified will be
considered in any resultant solicitation for the requirement. Firms
responding should indicate whether they are a socially or economically
disadvantaged business firm, an 8(a) firm, a small business, and/or
woman-owned business. The Government reserves the right to consider a
small business or 8(a) set-aside based on responses hereto. All
responses shall be submitted to identified point of contact no later
