contract period with 4 one-year option periods. An indefinite quantity
contract is contemplated to include minimum/maximum quantities of
$1M/$23M respectively for the overall effort. Services are required to
administer the FHA program of mortgage insurance for hospitals in
accordance with Section 242 of the National Housing Act. The program's
principal customers are the health care institutions that apply for
insurance and those institutions that are currently insured under the
program. HUD currently has a $4.9 billion portfolio consisting of 91
mortgages on 85 hospitals. In addition, the current workload in
reviewing applications is approximately 6 to 8 applications per year.
Approximately 87% of HUD's insurance risk is located in the State of
New York. Required services include all application processes, loan
management, asset management, and asset disposition activities
(excludes accounting services and legal services). Also, the contractor
shall provide direct support to HUD in developing legislation,
regulations, policies, products, business plans, and marketing plans.
Performance measures are included for each task in order for the
Government to determine satisfactory performance. The Government will
make one award for the overall effort. However, HUD program redirection
may necessitate the need to forego the overall effort and award only
portions, with potential multiple awards, for the following services:
(1) feasibility analyses; (2) financial and operational reviews of
insured hospitals; (3) analyses of the financial and operational
conditions of troubled hospitals (includes turnaround plans); (4)
management of hospitals for which HUD is mortgagee-in-possession or
owner; and (5) marketing and disposition strategies for hospitals cited
in (4) above. A separate guaranteed minimum quantity (TBD) will be
established in the RFP for these five services. NOTE: HUD posts all
