R -- The International Broadcasting Bureau (IBB), Contracts and Procurement Division intends to negotiate a purchase order on a non-competitive basis with SRG China (Survey Research Group Hong Kong office) for the purchase of off-the-shelf audience data for the Voice of America (VOA) and other international broadcasters in the following cities: Beijing, Guangzhou, Shanghai, Tianjin, Wuhan, and Xian. SRG China has conducted or is in the process of conducting audience surveys in each of these cities which will provide measurements of listening to major international broadcasters, including the VOA. SRG China is the only known source for this data. The authority for use of other than full and open competition is 41 U.S.C. 253 (c)(1) only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals, however, all proposals received by April 23, 1997 shall be considered by the Government. (0097)
