240 The U.S. Dept of Commerce, NOAA, intends to purchase a Hilchenbach
CCNS 4, Computer Controlled Navigation System 4th generation for the
Aircraft Operations Center (AOC). The Government believes that this is
the only system available that will interface with the Wild RC-10
aerial camera, the Daedalus 1260 Multi Spectral Scanner (MSS), and the
Rimble 4000 SSI geodetic quality Global Positioning System (GPS)
installed on AOC's 1974 model AC-690A Turbo Commander aircraft, N53RF.
This aircraft is used for aerial photography and kenimatic
photogrammetry in support of the Nautical Charting and Airport
Obstruction programs. The aircraft produces 28 volt DC power, the
system must be able to operate with this electrical power. The total
system should weigh no more that 25 kilograms (55 pounds). The Computer
Controlled Navigation System must interface with the aircraft heading
gyro to provide camera crab, flight line smoothing, and dead reckoning
capability. The system must come with planning software that provides
transformation from all known U.S. coordinate systems to WGS-84 GPS
coordinates, allowing planning in local coordinates. The system must be
ready for upgrade to an inertial navigation unit/autopilot interfaced
to allow GPS photo center determination. The system must come with a
cathode ray tube flight display for the cockpit and one for the system
operator so that at any instant NOAA's aircrews can visualize their
position on flight lines, and for optimum visibility in a sunny
cockpit. This procurement is for equipment for which the Government
intends to acquire under the authority of 41USC253(c)(1). Any business
source able to provide the equipment referenced herein is encouraged
to respond to this announcement within 15 days after its publication.
