Risk Management Research Laboratory, Air Pollution Prevention & Control
Division in RTP, North Carolina, has a requirement for a replacement
control panel for the EPA rotary kiln incinerator simulator (RKIS), a
research combustor with a primary burner and a secondary burner, which
has been used for approximately 10 years of research projects. The
control panels that measure and control the amount of fuel (natural
gas, No 2 fuel oil, and/or liquid solvent) and combustion air to each
burner has been significantly modified over the years and as a result
is a convoluted, confusing system to operate, and no current electrical
diagram exists. The contractor shall provide a new burner flow control
panel and flame safety interlock system, install the system on the
RKIS facility (replacing the old flow control system), and train the
RKIS operators on how to use the new system. The contractor shall
provide a rack mounted panel for measuring and controlling the fuel and
oxidant flow to the RKIS facility. The control panel shall also include
the flame safety interlock system. Pumps for independent measurement
and control of fuel oil and/or liquid solvent (as simulated hazardous
wastes) are required. Each burner shall be independently fired on
either natural gas or liquid fuels (combination of fuel oil and
solvent), but not both gaseous and liquid fuels at the same time. The
two burners shall each nominally fire at 250,000 Btu/hr, with operating
extremes of 100,000 Btu/hr at the low end, up to 350,000 Btu/hr at the
high end. Combustion air shall be supplied by a forced air blower, and
shall be capable of operating at air/fuel stoichiometric ratios ranging
from 0.8 to 2.0. The flow measurement devices shall have analog outputs
so that fuel and air flow rates can be communicated to the automatic
data acquisition system. The flame safety interlock system shall shut
off fuel flow if a failure condition exists. Certain specific failure
conditions will also shut off the combustion air blower. The system
shall be installed into the laboratory where the RKIS facility is
located. The EPA anticipates the award of fixed price contract as a
small business set aside. The RFP should be downloaded from the web
site when it is issued in approximately four weeks. However, a limited
number of hard copies will be available. Requests for hard copies must
