U.S. Department of Educations intends to solicit proposals to make
multiple awards under an indefinite quantity contract, with all work
issued through either fixed price or time and materials task order or
work requests. This requirement, under the Office of Special Education
Programs, Division of Research to Practice, will provide technical
support under the Individuals with Disabilities Education Act (IDEA).
The following five functional tasks shall be established: 1) The
Strategic Program Planning and Management activity involves the design
and implementation of a strategic planning process to link the
discretionary programs supported under IDEA into clear and compelling
research to practice agenda; 2) Policy Assessments will be a quick
turnaround analyses of major policy issues related directly to internal
discussions on budget, legislative and program decisions and background
analyses; 3) Program Assessments shall involve conceptualizing,
designing and conducting studies on policy issues and answering
specific assessment questions about discretionary program outcomes and
impact; 4) This activity is the Communication of Research Program
Assessments in which the contractor shall develop and use innovative
communication approaches to ensure research is visible, accessible,
etc.,; 5) Activity 5 is Management Services for Conferences and
Meetings. The period of performance is one year with four option years.
