C -- OPEN END ARCHITECT-ENGINEER SERVICES SOL F03602-97-R0003 DUE 052397 POC Contact SSgt Ron Hixson, 501-988-3848; Contracting Officer, Loretta J Zimmer, 501/988-3379 A-E design, Little Rock AFB, AR. -- This contract shall be an indefinite delivery, indefinite quantity (IDIQ) type contract for miscellaneous architectural and engineering servies at Little Rock AFB, Arkansas, for one year with a government option to extend the term of the contract for and additional two, one-year options. -- Scope of services required: Architect and Engineering services are required to provide full service (Title I and Title II) to design residential, commercial/industrial type projects and implementation of comprehensive planning programs. -- Work includes the projection of programming documents (DD Form 1391, designs, plans, drawings, cost estimates, and specifications as required to execute maintenance, repair, construction, general facility renovation projects, and graphic land use plans, as well as condut fact-finding studies, surveys, investigation, and economic analsis in support of design activities. -- Typical work includes, but is not limited to, new construction; alteration and repair of grounds, roads, building and structures; and the repair of miscellaneous services and utilities. -- These projects will require multi-discipline engineering services in investigation, design, and inspections. -- Multiple contracts will be considered. -- Delivery orders will be negotiated/issued definging the Scope of Services for each project as funding becomes available. -- The maximum total fee of orders placed under the contract may not exceed $750,00 for any year or option year. -- No single order shall have a fee in excess of $299,000.00. -- The minimum fee for this contract will be $5,000.00. -- Selection will be based on the following evaluation factors as they relate to the above. -- Factors are listed in order of importance: (1) Professional qualifications of the following disciplines (not intended to be all inclusive): Architect, Civil Engineer, Mechanical Engineer, Structural Engineer, Soils Engineer, Energy Management Specialist; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project, provided, that application of this criterion leaves and appropriate number of qualified firms, given the nature and size of the project; (6) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design, (7) Volume of DoD work in the past 12 months. -- Those firms which meet the requirements described in this announcement, and wish to be considered, are invited to submit a completed SF254 and SF255 as this office does not maintain a current file of SF254's. -- The SF255 should provide sufficient information to allow for evaluation ofthe firm with respect to the selection criteria listed, and must clearly indicate the office lcation where the work will be performed and the qualifications of the individuals proposed to work on the contract. -- Also, firms should indicate their geographical location. -- Both forms are to be received in this office no later than the 30th calendar day after the day of appearance of this announcement in the CBD. -- Should the due date fall on a weekend or holiday, the SF255's will be due the first workday thereafter. -- This is not a request for proposal (RFP). -- Inquiries concerning this project should mention location and request for proposal number. -- Send five (5) copies of the SF254 and SF255 to the procurement office listed above.
