Houston Townsend (Site Code DACA87) Bechtel National Inc. (BNI), San
Francisco, CA, is the competitively selected contractor purchasing all
equipment (other than major process equipment) for all CONUS chemical
demilitarization (demil) sites under Contract No. DACA87-89-C-0007
with the US Army Corps of Engineers. Changes in the Army's preferred
method of disposal of contaminated carbon from air filters used at the
demilitarization facilities will require micronization during the
disposal process. The Army is in the process of issuing an order to BNI
to procure carbon micronization systems for multiple CONUS sites and
BNI has expended significant effort under this cost contract in working
with micronization system component suppliers to be able to timely
respond to the Army's requirements. This Synopsis provides notice that
the Army intends to add authorization within that agreement allowing
BNI to procure the same carbon micronization system for testing on
Johnston Atoll prior to purchase and installation at CONUS demil
facilities. The major components of a carbon micronization system are
(1) storage and feed system, (2) micronization mill capable of
processing virgin and/or contaminated carbon, (3) booster fan, (4)
transport pipe between mill and burner, (5) micronized burner suitable
for firing the micronized carbon and natural gas or only natural gas,
(6) control system, and (7) air preheater and decon air blower. The
change to allow BNI to procure the micronization system for testing at
Johnson Atoll will be issued under the authority of FAR 6.302-1, "Only
one responsible source and not other supplies or services will satisfy
agency requirements," as the Army can secure standardized procurement
of micronization systems for all CONUS and OCONUS facilities only from
BNI. It is likely that award of the effort to procure the micronization
system for Johnson Atoll to any other source would result in
substantial duplication of cost to the Government that is not expected
to be recovered through competition. Delivery, installation, and
testing ofthe Johnson Atoll system must be completed in sufficient time
to procure and deliver systems to the CONUS demilitarization sites in
accordance with current construction schedules approved by the Program
Manager for Chemical Demilitarization (PMCD). All responsible sources
may submit a proposal for Johnson Atoll only which shall be considered
by the agency. One purpose of this Synopsis is to publicize
subcontracting opportunities to the small business community. See
numbered Note 26. A formal RFP will not be issued, but a copy of the
proposed supplemental agreement to Contract No. DACA87-89-C-0007 may be
secured by written request to the contract specialist listed above.
