Development Test Center, 46th Test Wing, is contemplating award of a
follow-on sole source, five year Task Order, Cost-Plus-Fixed-Fee (CPFF)
contract to ITT Avionics Division, 100 Kingsland Avenue, Clifton, New
Jersey 07014. The contract will provide technical support for systems
engineering, field service, systems integration, and maintenance on the
Advanced ECM System (AES) as related to the use of the AES in the
Preflight Integration of Munitions and Electronic Systems (PRIMES)
facility at Eglin AFB, Florida. Support capability requirements will
require continuing field support, reprogramming support for special
applications, design engineering for modifications and Pod
configurations, operational support to include world-wide deployment
and general engineering support of the AES. A limited number of these
special purpose systems and associated support equipment have been
manufactured by ITT Avionics. This limited number of AES systems will
be utilized for special purpose applications, and diverse requirements
for system maintenance, design modifications, and field service
support are ongoing. Due to the very limited documentation on the
system, all previous field/depot support has been provided by the
contractor, ITT Avionics, the only known existing technical expertise
and required support capability on the AES. Any offerors responding to
this NOCA must provide evidence of capability to perform the above
requirements. This evidence must include: a. Recent experience in
performing AES systems maintenance. b. Expertise in performing design
engineering for AES modifications. c. Experience/expertise in providing
field service support for the AES system. d. Experience/expertise in
providing hardware modifications. e. Experience/expertise in software
reprogramming. Responses shall be evaluated and a solicitation source
list established of those determined capable of fulfilling the Air
Force's requirement. Responses must be forwarded to: AFDTC/PKZA, Eglin
AFB FL 32542-6864, Attn: Lafayette Turner. Responses to this NOCA must
be recieved within 15 days from the date of publication. Technical

they are or are not a small business concern or small disadvantaged

reserves the right to consider a small business set-aside based on
responses hereto. After statements of capability have been screened, a
solicitation will be issued to those prospective sources who, in the
sole judgment of the purchasing activity, have the potential to
successfully fulfill the requirements of the planned contract. All
responsible sources may submit a proposal which shall be considered by
the agency. This requirement may be pursued sole source if the Air
Force determines that only one source is capable of satisfying the
