Rural Utilities Service, has a requirement for one contract to provide
services with 52-60 circuit riders to operate a rural water technical
assistance program in the 48 continental United States with the
possibility of adding Puerto Rico at a later date. Each circuit rider
shall have previous experience in operating and maintaining rural water
systems serving rural areas or cities/towns with a population of 10,000
or less. They shall provide technical assistance in the following five
major areas: operations; treatment; management; potential compliance;
and compliance. The rural water circuit rider technical assistance
program will provide one to two full-time personnel for each state
except for Connecticut, Rhode Island, Massachusetts, Vermont, and New
Hampshire which are served by one circuit rider. If Puerto Rico is
added it will have one circuit rider. Each circuit rider must be able
to travel freely within his/her jurisdiction. The period of performance
will be a base year starting October 1, 1997, with four option years.
