conducting a survey to identify firms interested in providing technical
support services for workers' compensation program and the case
management of injured/ill workers using the Simplified Acquisition
Procedures FAR 13. The contractor will perform TASKS: 1) Review case
files to determine alternate recommendations for vocational/medical
referrals &/or obtain second medical opinion by Board Certified
physician. 2) Perform in person interview/ mtg with injured workers,
treating physicians, health care providers, employee supervisors, &/or
other parties deemed necessary by EPA to obtain information. about the
case. 3) Provide in-house training/educ. to staff/employees of EPA as
necessary to maintain effectiveness of workers' compensation & return
to work programs. 4) Provide on-site Support for staff/employees to
assist with injured workers claims & program education on an as needed
basis. 5) Attend meetings with Department of Labor & other officials
as deemed necessary by staff/employees to assist w/ questions/concerns
regarding the status of a claim. 6) Advise EPA compensation officials
regarding options for proceeding with claims to minimize costs
incurred in connection with workers' compensation claims while ensuring
that the injured worker returns to work as early as possible. This
includes the coordination of light duty assignments. 7) Advise & assist
with drafting written correspondence to appropriate parties in
accordance with established medical & diagnostic regulations, case law
& policies, including an explanation of conclusions & recommendations
justified by supporting documentation. 8) Other duties may be
performed by the contractor when agreed upon by both parties & does not
constitute a conflict of interest for the contractor, EPA or the
injured/ill worker. Firms responding from this synopsis must (1) state
whether they are a small or large business based on the size standard
above; (2) indicate if a small disadvantaged or woman-owned business,
8(a) firm, or a historically black college or university or minority
institution (HBCU/MI); (3) provide experience in the form of an outline
of previous projects for specific relevant work completed or currently
being performed including contract numbers, description of the work,
points of contact, and phone numbers; professional qualifications and
specific experience of personnel identified to perform the work; and
(4) any other pertinent information which would enable the government
to assess a firms capabilities. Because the government reserves the
right to set this acquisition aside for small businesses, 8(a) firms,
or HBCUs/MI based on the responses received, it is imperative that
firm's respond with the required information so that capabilities can
be evaluated accurately. Complete responses must be reviewed by the
government prior to close of business on 29 April 97. This synopsis is
