synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued -- This
solicitation is being issued as a request For Quotation (RFQ) #70081.
The solicitation document, incorporated provisions and clauses are
those in effect through FAC 90-45. This solicitation is under the
Simplified Acquisition Procedures (SAP) for Small business-Small
Purchase Set-Aside -- The Standard Industrial Classification Code is
8299 -- The FBI has a requirement for the instructional services of an
independent contractor to perform handgun instruction for FBI Special
Weapons and Tactics Teams. The requirements are as follows: The
contractor must have a minimum of five (5) years of experience
successfully instructing Federal Law Enforcement Special Weapons and
Tactics personnel and/or elite military units. The contractor must
possess state-of-the-art handgun techniques, drills and theories. The
contractor must be able to demonstrate the firearms skills and training
drills to the highest degree of proficiency using the same weapons
systems that FBI Special Operation Teams employ. The contractor must
utilize strong communication skills to effectively explain the
application and the theory of why the skills and drills are effective
in the discipline of tactical handgun shooting. Before a contractor is
selected, those individuals applying for the position must conduct a
three (3) day firearms on site demonstration. This class will be used
to evaluate the potential contractor's instructional skills,
communication skills, shooting ability and to ensure that contractor's
handgun subject matter, drills and theories are compatible with the
current handgun training program. The offerors will provide a detailed
lesson plan and training video of the areas which will be covered in
the training program in advance of the three day program. The cost of
the training/evaluation program, lesson plan and training video will be
incurred by the offeror. It is desirable for the contractor to have a
competitive shooting background. The number of national level shooting
titles won by offerer will be weighed heavily/favorably. The awarded
contractor will be required to provide training in support of a total
of (4) four one week schools to be completed prior to September 30,
1997 in various areas of the country. The required makeup of the
training will be (1) one basic course and (3) three intermediate
courses. The contractor must be able to pass a FBI background
investigation and sign a operational security agreement. The contractor
shallpay own travel expenses, no per diem allowed. F.O.B.: Destination
