solicitation consists of 4 flood damaged sites with riprap, geogrid
wall, grading & paving. Project includes: construction survey &
staking; construction scheduling; 130 ton minor asphalt concrete; 1
acre clearing & grubbing; 325 ton untreated aggregate courses; 32 lnft
culvert; 70 lnft perforated underdrain; 300 lnft silt fence; 1,000
cuyd roadway excavation; 60-M gal watering; 564 sqft geogrid wall; 650
cuyd class 3 keyed riprap; 1,300 lnft pavement marking; 6 slry units
seeding/mulcing; and other smaller items of work. Project is located
approximately 45 miles southeast of Eugene, Oregon. Estimated price
range is between $100,000 and $250,000. Presolicitation Notices are

the publication of this synopsis. -- -- The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
