specifications call, (908) 323-2494 Synopsis: The work includes all
material, equipment, labor and supervision, under a Firm Fixed Price
Contract, Base Bid and 2 Bid Options, to construct a permanent facility
to replace existing portable tower and trailer. This facility will
serve as an observation tower and communications area for the Test
Runway during Runway Arresting Landing Site (RALS) operations. The work
includes excavation: concrete foundations: structural steel; insulated
steel siding; aluminum windows and storefronts; gypsum wallboard
partitions; interior finishes; countertops; concrete-filled steel
stairs; hydraulic passenger elevator; mechanical, electrical and fire
suppression systems; demolition of the existing tower construction; and
incidental related work. Base Bid construct new control tower. Tower
shall be approximately 110 feet in height and shall include appropriate
power supply, lighting, heating, ventilation/air conditioning and fire
suppression systems. Demolition of existing control tower shall be
included in contract. Bid Option 1. Shall include an engineering
floor/space in tower. Bid Option 2. An elevator. Performance period for
Base Bid shall be 180 calendar days. Performance period for Bid Option
1 and Bid Option 2 shall be as follows: If awarded within 60 days of
the base contract award date, the contract completion date shall remain
unchanged. On work specified as Option 1 and Option 2, if awarded 61
days or more from the base contract award date, the contract completion
date will be extended 30 calendar days per option on work specified.
The contract includes the clause titled "Evaluation of Options" (FAR
52.217-5) Except when it is determined in accordance with FAR 17.206(b)
not to be in the Government's best interest, the Government will
evaluate offers for award purposes by adding the total price for all
options to the total price for the basic requirement. Evaluation of
options will not obligate the Government to exercise the option(s).
(End of Provision). The Standard Industrial Code (SIC) for this project
is 1542. The related Small Business Size Standards is $17.0 million
annual receipts for the preceding three fiscal years. Plans and
specifications may be obtained by telephoning the above number OR
faxing to (908) 323-1471. ONLY ONE REQUEST PER COMPANY. Plans and
specifications are expected to be available on or about 23 April 1997
and the bid opening will be approximately on or about 23 May 1997. The
solicitation will be issued unrestricted and the solicitation is
subject to evaluation criteria set forth in DFAR 252.219-7008 -- Notice
of Evaluation Preference for Small Disadvantaged Business Concerns --
