Provide all plant, labor, materials, transportation, supervision and expertise for Best Value Task Order Contract at Selfridge ANG Base MI for multiple discipline, multiple year maintenance, repair and minor construcion contracts. Projects for roads, taxiways, aircraft parking aprons and those projects set-aside to satisfy Small Business and Section 8(a) are not included under the Task Order Contract. Multiple awards will be made in the areas of general construction, mechanical, roofing, and electrical. Delivery Orders will be issued to Task Order Contract contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.50. Delivery Orders may be issued for a period of three (3) calendar years from date of contract award. Delivery Orders shall not exceed a cumulative amount of $10 million to any one contractor and an individual delivery order shall not exceed 2.9 million. Source selection procedures in accordance with FAR Part 15.612 shall be utilized. Significant evaluation criteria for the Basic Contract in descending order of importance are (1) Project management ability with an emphasis on Key Management Staff, quality control plan, technical support staff and financial capability; (2) Subcontracting support capability, with an emphasis on subcontract management, identification of key subcontractors, and purchasing system/level of subcontracting; (3) company experence; and (4) price.
